SPECIAL JOINT CITY COUNCIL AND RECREATION AND PARRS <br />COMMISSION MEETING <br />October 12, 1994 <br />In accordance with notice duly and legally given, a Joint Special <br />Meeting of the City Council and the Recreation and Parks Commission <br />was held on the above given date at 6:30 p.m., in the Council <br />Chambers of City Hall, Mayor Gonzales and Chairperson Rios <br />presiding. <br />ROLL CALL: <br />Councilmembers present were Sandoval, Rios, Cisneros, Cook, Beltran <br />and Mayor Gonzales. Commission Members present were Baden, <br />Gonzales, Chavez, Carr and Chairperson Rios. Also present were <br />City Manager Martinez, City Attorney Biggs, Human Services Director <br />Randy Anstine, Assistant to the City Manager Parrish, and City <br />Clerk Ramos. Absent was Councilmember Bennett who submitted a memo <br />indicating her inability to attend and Commissioners. <br />Community Center <br />City Manager Martinez stated staff would make a presentation on the <br />Community Center and the Pool. This project has been of high <br />interest to the Council and the Community. There has been some <br />concerns expressed to staff regarding the changes that have been <br />suggested. A committee was formed with Daryl Parrish as Chair, <br />working with several City departments. <br />Assistant to the City Manager Parrish stated he would inform the <br />Council on what staff has been doing on this project and then turn <br />it over to Mr. Rod McDonald for a graphical tour of the facility. <br />Mr. Parrish said he was the Inter -Departmental Coordinator, <br />coordinating anything that is done between departments such as, <br />plan check. Bi -weekly meetings are held and the Committee is <br />comprised of Recreation & Human Services Director Anstine, <br />Community Development Director Zamora, Electric Utility Director <br />Clarke and Building Supervisor Avila. On site coordinator is <br />Director Anstine. Technical concerns that staff may have are <br />reviewed and are submitted to the developer. The Committee is in <br />the process of developing a Critical Path Report which is a time <br />line reporting milestones on the project. The Committee will <br />report to the Council on a regular basis to assure everyone that <br />staff is not operating in a vacuum. <br />Mayor Gonzales read into the record the Notice of Change of <br />Location of Meeting from the Chamber of Commerce Conference Room to <br />the Council Chambers. <br />OCT 1 N 1994 <br />
