.MI <br />Mr. Rod McDonald stated he had a set of grading plans for the <br />facility. <br />Councilmember Beltran asked how the value engineering process came <br />about. Who asked for this and why did they ask for it and who did <br />they get permission from to do this. He stated the Center is being <br />built in his district, District 3 and he has not been notified of <br />any meetings. He asked that in the future he be shown the courtesy <br />of being invited to the meetings. Mr. Parrish responded that the <br />Committee has standing meetings on Tuesdays and Thursdays at 10:00 <br />a.m. in the Hutton Center. <br />Councilmember Rios stated that unless the Council has some visuals <br />to look at during the tour of the project, the Council and <br />Commission will be at a disadvantage and may not be able to follow. <br />Mr. Parrish stated that all they had tonight was a set plans that <br />could be displayed on the table. <br />City Manager Martinez interjected that with regard to the value <br />engineering, this was Exhibit B that came with the contract. The <br />Committee was assigned by him not only to meet but to hold the <br />developer accountable and to monitor the project process. Some of <br />the changes that are being considered, staff has not had a chance <br />to review until the last minute. <br />Mr. Parrish said four meetings have been held; however, Staff <br />received the value engineering changes yesterday and no visuals <br />were planned for todays meeting. City Manager Martinez stated he <br />met with the developer's project manager and in a straight forward <br />way, expressed his displeasure with the overall handling of the <br />project. City Manager Martinez reported signs have been erected to <br />identify the project as the City of Colton's Community Center. <br />By Council consensus, it was agreed that in the future, <br />Councilmember Beltran would be notified of meetings on the <br />community center and could attend as an observer. <br />Mr. Rod McDonald reported today was the bid opening for the <br />subcontractors for those things that were rebid. One bid protest <br />was received and he has not yet met with the City Attorney with <br />regard to this. <br />The City Council voiced concern on the List of Value Engineering <br />items to be eliminated. Mr. McDonald responded many of the items <br />on the list are modifications; for instance, the receptionist desk <br />was archetecturally designed with electrical outlets every 1811, <br />Value Engineering eliminated every other outlet.
