Commission Carr asked if the handicap accommodation at the pool was <br />r' a matter to the approved by the City Manager or coordinated with <br />Risk Management. City Manager Martinez replied that this is an <br />example of this project not being well coordinated. He asked that <br />he be notified first by staff and the developer and that he wouldl <br />make sure that they received proper direction from him only. <br />I -- <br />Discussion followed with regard to the contract that was approved <br />by the City. City Attorney Biggs stated that the contract approved <br />by the Council included all of these items being discussed. The <br />problem arises when staff and the Council do not having sufficient <br />time to properly review all the documentation. <br />Councilmember Cisneros stated the Council needs to concentrate on <br />what it wants and not worry about how long it will take to build. <br />Mr. McDonald said the City is geting a very high quality, <br />functional building. He acknowledged changes have been made, some <br />requested by the City, like increasing the size of the basketball <br />courts. <br />Councilmember Cook said she did not know when the Recreation and <br />Parks Commission received the list of deletions; however, it is <br />obvious that everyone needs time to study the list in order to make <br />a determination of what we really need. She recommended that the <br />Commission be given time to properly review the list and then <br />forward a recommendation to the City Council. <br />Discussion was held on Commissioner Carr's concern regarding the <br />size of the kitchen. Commissioner Carr stated the kitchen is <br />shrinking. The kitchen had been planned to be able to rent it out <br />for functions. Mr. McDonald stated the kitchen was never intended <br />to be a commercial kitchen. Commissioner Carr said when this <br />project was first discussed it was a commercial kitchen. <br />Councilmember Sandoval asked what kind of kitchen do we now <br />propose. Mr. McDonald replied small, like an off kitchen. <br />Moved by Councilmember Sandoval, seconded by Councilmember Beltran, <br />to refer the matter of modifications to the community center <br />project to the Recreation and Parks Commission for its review along <br />with staff input. The Commission can then report back to the <br />Council its findings and recommendations. Motion carried by <br />unanimous vote. <br />Councilmember Sandoval stated personally, he would like to see the <br />building painted. Councilmember Beltran said the referral to the <br />Commission would help to secure the Commission to its rightful <br />place as a Board and recommending body to the City Council. <br />PARKS AND RECREATION COMMISSION ORDINANCE: <br />Commission Chairman Rios reported the Commission has discussed the <br />need to amend the current ordinance to include the Human Services <br />4 <br />O C T 12 1994 <br />
