r' aspect of the department. Chairman Rios read the proposed <br />amendments. Chairman Rios asked about the Youth Board, does the <br />Youth Board member have full status on the Recreation and Parks <br />Commission. City Attorney Biggs replied that the current <br />Recreation and Parks Commission ordinance designates a membership <br />of seven; therefore, the Youth Board member cannot vote or be <br />counted as a member for quorum requirements. Discussion was held <br />with regard to the terms of the Youth Board members coinciding with <br />that of the Council. All future terms would be four years and it <br />was felt that four years is a very long term for the youth. <br />Councilmember Sandoval said the ordinance provides that the <br />appointed youth serves at the pleasure of the Councilperson making <br />the appointment. Attorney Biggs said the Youth Board ordinance <br />needs to be coordinated with the general ordinance and should the <br />Council desire, upon a recommendation and direction, she will see <br />that the ordinances are coordinated. <br />Discussion reverted back to the proposed amendment to the <br />Recreation and Parks Commission ordinance. The Council was of the <br />opinion that the ordinance should include that the Director(s) or <br />their designee shall attend all meetings of the Commission. <br />Councilmember Sandoval said with regard to Item H., of the proposed <br />ordinance, this is contrary to what the Council knows to be under <br />the City Manager's responsibilities by ordinance. <br />Moved by Councilmember Sandoval, seconded by Councilmember <br />Cisneros, to take this matter under submission and bring back at a <br />meeting in November. <br />Councilmember Beltran stated during Mid -year Budget Review, he <br />would like to have the City Manager and the Council take a serious <br />look at returning the Parks Division to the Human Services <br />Department. <br />VETERANS PARK⢠<br />City Manager Martinez reported that following two community <br />meetings held at the Luque Center with the Parks and Recreation <br />Commission, he had formed an Ad Hoc Committee to review issues. <br />Recreation and Human Services Director Anstine reported that he had <br />been appointed by the City Manager to coordinate development of the <br />action plan and the progress of the work to be completed by the <br />various departments. Mr. Anstine referred to the Action <br />Plan/Status Report submitted to the City Council this evening and <br />said that several of the items have been accomplished. <br />Mayor Gonzales said the park was being used as a dump site. <br />Commissioner Baden stated that the area of the park in question has <br />been posted and that Public Works Director Hutton is to look at the <br />possibility of installing gates. Commissioner Chavez inquired <br />about the broken irrigation system, asking if it had been covered <br />5 <br />OCT 12 1994` <br />
