CITY COUNCIL AND <br />UTILITIES COMMISSION <br />JOINT - ADJOURNED REGULAR MEETING <br />SEPTEMBER 11, 1995 <br />In accordance with notice duly and legally given, a Joint Adjourned <br />Regular Meeting of the City Council and the Colton Utilities <br />Commission was held on the above given date at 7:37 P. M., in the <br />Council Chambers of City Hall, Mayor Fulp and Chairperson Butler <br />presiding. <br />CITY COUNCIL ROLL CALL: <br />Councilmembers present were Hutton, Sandoval, Bennett, Cook, <br />Sanders, Beltran and Mayor Fulp. Also present were City Manager <br />Martinez, City Attorney Biggs and City Clerk Ramos. <br />COLTON UTILITIES COMMISSION ROLL CALL: <br />Present were Chairperson Butler and Commissioners Jackson, Hines, <br />Cordova and Hayden. Absent were Commissioners Warsh and Martinez. <br />JOINT SESSION <br />Management Study prepared by R. W. Beck regarding Sanitation and <br />Recycling Divisions of Public Works Department <br />Mayor Fulp stated that in June of this year, City Council did <br />authorize the firm of R. W. Beck to conduct a management study to <br />be accomplished within limited time constraints which were met in <br />spite of difficulties in data collection. <br />Mr. Richard Tagore-Erwin, Director of Client Services for R. W. <br />Beck, submitted the Preliminary Draft regarding Management Study <br />for the Sanitation and Recycling Division which included the <br />Project Goal; Scope of Project; Findings; Options and <br />Recommendations. Mr. Tagore-Erwin presented an overview of the <br />report by reporting on historical data regarding existing <br />sanitation and recycling collection systems. <br />As to Management: He stated there was a need to modernize the <br />management structure based on the following: The City's employees <br />were unclear as to who to report to; there is minimal record- <br />keeping, no relevant data and no taking of good records; there is <br />no established productivity standards. Safety training should be <br />increased. There is no clear tracking system and reporting. <br />As to Operations: The City's vehicles were ten years old and <br />considered old by industry standards where vehicles are not kept <br />beyond seven years. The City's oldest vehicle dates back to 1979. <br />SEP 1 11995 <br />
