Mr. McGuire stated, historically, it is cheaper to contract out but the services may not be of good quality. Councilmember Hutton stated there may be hidden costs such as water rate increase of 20%. Councilmember Hutton agreed with staff's and the consultant's recommendation. Mayor Fulp stated there is a motion to accept Resolution No. R-30-95 and Resolution No. R-81-95 with clarification of the numbers on page 2 of engineering report as it relates to west Valley and the rates as outlined in table 3 in the handout be adopted as the rate schedule.
