on Der)osit Account with <br />3/l/95; Receipts 3/l/95 through 7/15/95; Itemized withdrawals/expenditures from <br />account 3/l/95 through 7/15/95; ending balance as of 7/15/95. <br />Director Vega stated the Council has received from the Power Agency of <br />California monthly statements that show all monthly transactions. Mayor Pulp <br />asked for clarification on the ending balance. Director Vega stated the balance <br />is approximately $532,000 as of June 29, 1995. Mayor Fulp asked for the ending <br />balance as of July. Director Vega stated she can provide that information at a <br />later date if requested. Councilmember Sandoval asked if the ending balance <br />will continue to grow. City Manager Martinez stated he will provide further <br />statements to show future balances. Councilmember Cook requested the statements <br />be sent prior to Council meetings. <br />PUBLIC WORKS DIRECTOR'S REPORTS AND PECCHMENDATIONS: <br />Approval to Replace Engine in Greenwaste/Sanitation Unit 225 as Emergency <br />Requisitions. <br />Director Hutton asked the Council to consider this an emergency request to <br />replace an engine in a greenwaste/sanitation truck. Motion by Councilmember <br />Cook, seconded by Councilmember Sandoval, to approve the request. <br />Mr. Whittenburg asked if there exists a contingency fund to get the engine <br />fixed. Director Hutton stated this year the City did begin a contingency fund. <br />City Manager Martinez stated there is a miniscule amount in reserves. Mr. <br />Whittenburg stated he is concerned there are no funds set aside and that <br />contingency funds need to be left alone. Mr. Whittenburg stated he is <br />concerned, as a resident, that residents are being taxed beyond their means. <br />City Manager Martinez stated the Finance Director can report on funds. <br />Mayor Fulp called for a vote. Councilmember Bennett abstained because she did <br />not have a cash balance report but understood the need and did not want to vote <br />against the item. City Attorney Biggs stated Councilmembers may abstain but <br />should advise the Council as to why they chose to abstain. The vote was passed <br />with one abstention by Councibrember Bennett. <br />CITY MANAGER'S REPORTS AND RBCOMMENDATIONS: <br />Information Report on Organizational and Department Structure for Canbined <br />Water/Sewer Department <br />City Manager Martinez stated the Department has been moved to the City Managers <br />office. Mr. Les Evans has been appointed as Interim Director who reports <br />directly to the City Manager. Bob Tavin reports directly to Mr. Evans. City <br />Manager Martinez stated he will continue to provide these information reports. <br />AUG 0 9 1995 <br />
