City Manager Martinez said that, <br />currently, the City is going through a reorganization and until the <br />bumping privileges end, full impact cannot be evaluated until all the <br />reductions are made. <br />Councilmember Sanders asked for the criteria of certification. <br />Councilmember/Director Hutton explained there is a master plan which the <br />Water Purveyor can review for adequate manpower, or be subject to <br />violation. <br />Project Manager Lavin assured that all employees who need certificates <br />possess them. If non -certified, the impact could mean a citation from <br />the health department. <br />City Manager Martinez referred to a letter from District Engineer <br />Jeffrey Stone. He said he had contacted Engineer Stone's superior, <br />Cindy Farber, and inquired if it was normal practice to write a document <br />without talking to the City Manager. <br />Councilmember Sandoval asked to halt any further cuts; we need to stop <br />the bleeding. He was uncomfortable with the cuts which appeared <br />targeted for one department. He suggested that any further cuts be more <br />fair in the departments they touch. He called for a temporary halt and <br />asked for the infusion of cash. Councilmember Beltran suggested the <br />matter be referred to the Finance Committee to make a presentation. <br />Councilmember Hutton said Council could look at revenue ideas and <br />suggested a joint meeting with the Utilities Commission. <br />Councilmember Bennett reminded Members of the Treasurer's direction and <br />more recently his memorandum finding the proposal to borrow $2.3 million <br />as unfavorable. City Treasurer Williams expressed concern about the <br />fiscal health of the Electric Utility and the City's proposal which <br />would consume the Electric Department. Councilmember Bennett asked what <br />impact the borrowing will have on the bonds. Director Clarke said they <br />evaluate the City as a whole to see if the Electric Utility is strong by <br />itself to pay the bond. It depends on the weight applied. After lengthy <br />discussion on bond rating, City Treasurer Williams said the bond insurer <br />would look at the utility first to see if there is sufficient liquidity; <br />therefore, he expressed concern that the rating would suffer if the City <br />were to use up all the remaining working capital. <br />Councilmember Cook and Sandoval expressed confidence in the City Manager <br />and asked that the City take a second look at Phase I and its impact and <br />exhaust any other type of funding sources. Some City programs are in <br />jeopardy. <br />Councilmember Sanders said Council should look at the trend that has <br />been established. Nothing has been repaid; there is no confidence.
