He <br />said that everyday he and staff look at impact on revenue, revenue <br />coming in, and ongoing revenue. On March 21, he promised to come back <br />with smaller/greater expenditures as well as revenues. <br />Councilmember Sanders inquired about the long term effect of recent lay- <br />offs and buy-outs. Financial Services Manager Roger Cloud said it was <br />difficult to answer because the bumping is in progress and we do not <br />know who is out the door. Manager Cloud agreed to return to Council, <br />within two weeks, with figures regarding the layoff, taking into <br />consideration the employee, the service term and leave accumulated. <br />There was discussion on the loan. Electric Utility Director Clarke said <br />$2.3 million would be obtained from the City's deposit with a Power <br />Agency. The money, he explained, was on deposit to secure power. <br />Director Clarke said he had asked for $2.3 million and would loan $2.1 <br />to the City, within 60-90 days before the close of the fiscal year. <br />Mayor Fulp said he concurred and was in agreement with Councilmembers <br />Sandoval and Bennett regarding the impact of personnel. He proposed an <br />amendment to the motion to include that the Finance Committee work with <br />City Manager and Staff, to ensure the impact on personnel is considered. <br />Councilmember Sandoval offered to amend his motion to include the <br />proceeds from the sale of Rancho Mediterranea be earmarked to satisfy <br />the debt service loan from the Electric Utility. City Attorney Biggs <br />indicated that in her discussion with Agency Counsel Sabo that he said <br />this money could be given to the General Fund. Councilmember Beltran <br />said he concurred with Councilmember Sandoval; however, he insisted that <br />the proceeds from the Rancho Mediterranea sale be held in a trust fund <br />and not go to the General Fund. Councilmember Sandoval withdrew his <br />proposed addition to the main motion. <br />Mayor Fulp restated the motion by Councilmember Sandoval to delete <br />reductions of $225,558 to the General Fund and $59,200 to the enterprise <br />accounts, to prevent further layoffs; plus, authorize staff to obtain <br />$2,100,000 in the form of a loan from the Electric Utility. <br />Ms. Rita Coronado, 22503 Cobble Creek Drive, Moreno Valley, said she had <br />invested ten years in the community, having worked with the youth. She <br />thanked Councilmember Bennett for her support of youth programs; <br />Councilmember Beltran for assistance with Graffiti and Mayor Fulp for <br />his assistance which allowed a student to attend an important conference <br />in Tucson, Arizona. <br />Ms. Jean Hart, 952 East Palm Drive, said she had lived in Colton for 45 <br />years. She shared her recent need for paramedic services and spoke in <br />favor of it. <br />Mr. Ray Rodriquez, 982 Cherry St., described the lay-offs, which <br />included him, as having hit hard and swift.
