Mayor Fulp said the current <br />MOU varies greatly from the original MOU that favored the City. <br />Mayor Fulp said the current MOU before the Council appears to place <br />a financial burden on the City of Colton which it cannot bear. <br />Mayor Fulp recommended an addition to the motion to establish an ad <br />hoc committee, that until the MOU is approved by the City Council, <br />that staff and city resources be curtailed spending anytime or <br />effort on the project. Councilmember Sandoval stated his motion <br />would remain the same. <br />Councilmember Sandoval said it may be perceived that anomosity has <br />developed between agencies and cities, however, being a strong <br />supporter of the hospital he feels the reason for looking at the <br />MOU in depth one more time, is that a significant amount of time <br />has passed since it was drafted and there has been a change in <br />Council and City Managers. <br />Motion passed unanimously. <br />Councilmember Beltran recommended that the staff members on the ad <br />hoc committee be the City Manager and Finance Director. <br />Councilmember Sanders stated he would like to be an alternate on <br />the City Council side of the committee. <br />Discussion followed on the composition of the ad hoc committee. <br />City Manager Martinez said he would like to have two tiers of staff <br />and asked for the flexibility to use the staff he felt was needed, <br />one of which would be the Finance Director. The primary team would <br />be himself, the Finance Director and one other director. The <br />secondary team would consist of directors on and "as needed basis". <br />The City Attorney would be a primary participant. Mayor Fulp <br />recommended himself, Councilmembers Beltran and Cook with <br />Councilmember Sanders as alternate. <br />Mr. Fredrickson asked where will this process of an ad hoc <br />committee leave the public. Mr. Fredrickson said he was the one <br />who had gone to the Board of Supervisors to request that the <br />hospital be built in Colton. Mr. Fredrickson said at the County <br />public hearing Mayor Fulp as a resident of Colton, spoke in <br />opposition to the hospital. Mayor Fulp responded that he had <br />supported the letter sent by the City to the Board of Supervisors. <br />Mayor Fulp said the public will be kept informed as to the status <br />of the negotiations on the MOU. <br />Moved by Councilmember Beltran, seconded by Councilmember Sandoval, <br />that the Council side of the Ad Hoc Committee be comprised of Mayor <br />Fulp, Councilmembers Beltran and Cook and Councilmember Sanders as <br />alternate.
