committee to review the existing MOU and possibly develop a new MOU <br />for future adoption. Councilmember Beltran was of the opinion that <br />it might take longer than two months to reach a Memorandum of <br />Understanding with the County. Councilmember Beltran suggested <br />that rather than staff work on this, that Councilmembers would be <br />the ones to negotiate with the County to reach a new MOU. <br />Councilmember Sandoval said as maker of the original motion, he had <br />no objection to the ad hoc committee; however, it should not be at <br />the discretion of the City Council. The committee and negotiations <br />should be at the discretion of the City management assisted by the <br />City Council. Councilmember Beltran agreed that a combination of <br />staff and Council would work. <br />Councilmembers Sandoval and Bennett stated they had no objection to <br />amending their motion to reflect Councilmemember's Beltran <br />recommendation as modified by Councilmember Sandoval. <br />Mr. Fred Cordova, 190 West "E" Street, said several current <br />Councilmembers are aware that for years the City of Colton has <br />tried to get a hospital built in the City. Mr. Cordova said he <br />gets pretty upset that everytime the City of Colton tries to build <br />something, someone from the outside tells the City not to build. <br />Mr. Cordova said he had no disrepect for Mayor Christman; however, <br />the Council must realize that there would be no interest in the <br />City of Loma Linda to allow the City of Colton to build a hospital, <br />since Loma Linda has four hospitals. Mr. Cordova invited anyone <br />wanting to find out whether a County Hospital should be built in <br />Colton to visit the existing hospital. The retrofitting of the <br />hospital would cost $12,000,000 and it still would not have the <br />type of facilities available at the Loma Linda University or <br />Redlands Hospitals. The County hospital is well known for its <br />outstanding Burn Unit and as a Teaching Core Hospital for incoming <br />doctors. The construction of the hospital will open up the west <br />valley corridor. Mr. Cordova said alot of work has already gone <br />into the construction of the hospital, that Councilmembers should <br />have a copy of the MOU and that the public should be informed as to <br />the contents of the MOU. <br />Councilmember Beltran stated for clarification, there is not <br />currently a signed MOU. <br />Mayor Fulp agreed that the issue tonight is not to discuss the <br />feasibility, good or bad, of the County Hospital coming to Colton. <br />The item of discussion is the MOU. The Councilmembers all have a <br />copy of the MOU. Mayor Fulp said he had attended the public <br />hearings on the county hospital and that he was very familiar with <br />the EIR. Mayor Fulp said the Council voted three to two, to inform <br />the County that since the City of Colton was being considered in <br />the County's site review, the City would welcome the hospital if <br />the County wanted to build it; however, if the County was looking <br />for Colton to financially back the construction to select either <br />4 <br />JAN 0 5 1995 <br />
