Public Works Director Hutton reported the matter of Wastewater is on the regular City Council Agenda to be considered later this evening with regard to the selection of an independent engineering consultant to do the Title 22 Report required by the Cease and Desist Order from the Santa Ana Regional Water Quality Control Board. Director Hutton recommended approval of the operational portion of the budget and holding the Capital Improvement portion until a later date, once the proper reports and studies have been completed. Moved by Councilmember Hutton, seconded by Councilmember Sanders, to tentatively approve the Maintenance and Operations portion of the Wastewater Utility budget and to table discussion on the Capital Improvements to a future date. Councilmember Beltran asked for clarification of the $150,000 budgeted under professional services. Councilmember/Director Hutton replied that the lab services fees are covered by that account for State required water analysis. Councilmember Beltran asked if the funding for the engineering consultant would come from this year's budget or next year's. City Manager Martinez responded that the monies would have to come from this year's budget as the work must be commenced right away. Mayor Fulp asked if the contract is let on Monday, is the City going to be obligated to pay the full contract up front or will payment be made upon completion of the contract. City Manager Martinez replied he believed that there is a requirement that, before the City lets out a contract the funding should be in place. Finance Director Vega replied that the funds for this contract would be encumbered on the date the contract is awarded. Councilmember Hutton stated he believed the City Council had previously taken action to fund this study in the amount of $10,000. Motion carried. Mayor Fulp voting "no". Member Bennett abstained. Self -Funded Insurance Account 05 City Clerk/Risk Manager Ramos presented the Self Funded Insurance Budget reporting very little change from the previous year's budget with a slight reduction in premiums. Moved by Councilmember Sandoval, seconded by Councilmember Sanders, to tentatively approve the Self -Funded Insurance Account. Motion carried. Mayor Fulp and Councilmember Bennett abstained. Cemetery, Fund 24 City Clerk/Cemetery Manager Ramos presented the Cemetery Budget, reporting there is no Capital Outlay and a reduction in the salaries expenditure account is anticipated due a vacancy.
