Public Works Director Hutton reported the matter of Wastewater is <br />on the regular City Council Agenda to be considered later this <br />evening with regard to the selection of an independent engineering <br />consultant to do the Title 22 Report required by the Cease and <br />Desist Order from the Santa Ana Regional Water Quality Control <br />Board. Director Hutton recommended approval of the operational <br />portion of the budget and holding the Capital Improvement portion <br />until a later date, once the proper reports and studies have been <br />completed. <br />Moved by Councilmember Hutton, seconded by Councilmember Sanders, <br />to tentatively approve the Maintenance and Operations portion of <br />the Wastewater Utility budget and to table discussion on the <br />Capital Improvements to a future date. <br />Councilmember Beltran asked for clarification of the $150,000 <br />budgeted under professional services. Councilmember/Director <br />Hutton replied that the lab services fees are covered by that <br />account for State required water analysis. Councilmember Beltran <br />asked if the funding for the engineering consultant would come from <br />this year's budget or next year's. City Manager Martinez responded <br />that the monies would have to come from this year's budget as the <br />work must be commenced right away. Mayor Fulp asked if the <br />contract is let on Monday, is the City going to be obligated to pay <br />the full contract up front or will payment be made upon completion <br />of the contract. City Manager Martinez replied he believed that <br />there is a requirement that, before the City lets out a contract <br />the funding should be in place. Finance Director Vega replied that <br />the funds for this contract would be encumbered on the date the <br />contract is awarded. Councilmember Hutton stated he believed the <br />City Council had previously taken action to fund this study in the <br />amount of $10,000. <br />Motion carried. Mayor Fulp voting "no". Member Bennett abstained. <br />Self -Funded Insurance Account 05 <br />City Clerk/Risk Manager Ramos presented the Self Funded Insurance <br />Budget reporting very little change from the previous year's budget <br />with a slight reduction in premiums. <br />Moved by Councilmember Sandoval, seconded by Councilmember Sanders, <br />to tentatively approve the Self -Funded Insurance Account. Motion <br />carried. Mayor Fulp and Councilmember Bennett abstained. <br />Cemetery, Fund 24 <br />City Clerk/Cemetery Manager Ramos presented the Cemetery Budget, <br />reporting there is no Capital Outlay and a reduction in the <br />salaries expenditure account is anticipated due a vacancy. <br />Mayor Fulp asked for clarification of the salary account, saying it <br />2 <br />JUN 0 6 1995 <br />
