SRRE <br />Financial Services Manager Cloud reported that in response to Council <br />direction on 2/28/95, there was a memorandum from the Economic <br />Development Director who was in contact, as well as himself, with the <br />County's Solid Waste Office who informed it was taking the matter to the <br />Board of Supervisors on March 14, 1995. Everything is in order and the <br />City should be receiving a check for $51,000 within two -three weeks. <br />Mayor Fulp directed that Council be notified by memorandum upon receipt <br />of the check. Manager Cloud agreed to do so. <br />CITY TREASURER'S REPORTS AND RECOMMENDATIONS: <br />City Treasurer Williams said his car was being repaired and apologized <br />for being late. He reported that at the end of February 1995, the <br />portfolio is under $6 million, representing a decrease of $1.5 million <br />from the end of January. He indicated he is continuing to maintain <br />liquidity for immediate access to the City's money. <br />Councilmember Hutton noted that this report does not include $104,187 <br />received this morning from the Gas Company. Councilmember Sanders <br />requested that the City Treasurer include all revenue received for the <br />next Council meeting and City Treasurer Williams said he could report on <br />a daily basis and would be happy to report on 3/21/95. City Manager <br />Martinez also reported that the City received $93,000 franchise fees <br />from TCI, last Wednesday. <br />Mayor Fulp inquired if, from the balance of $5,995,434.30, were there <br />any drawdowns expected such as for the Community Center. City Treasurer <br />Williams said he had conferred with Assistant to the City Manager <br />Parrish who informed him that the sum of $2.1 million remains in <br />contract payments between now and the end of June and a payment of $1.4 <br />million for the Reche Canyon Flood Control. Mayor Fulp said that would <br />leave a balance of $2.4 million unencumbered. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />5 -Day Work.,, Week <br />City Attorney Biggs reported this was an update on a previous report <br />regarding the legal requirements for returning to a 5 -day work week. <br />She advised that this is a meet and confer item and requires that the <br />City meet and confer with all representative groups prior to any change <br />being implemented. She opined that the City has the authority to return <br />to a 5 -day work week so long as the meet and confer process is followed <br />with regard to employee bargaining units and so long as adequate <br />measures are taken to assure compliance with applicable SCAQMD <br />requirements relating to trip reduction. <br />Councilmember Beltran said he has been interested in this for the last <br />two years and had personally inquired of SCAQMD who told him that City <br />Council can make a change any time so long as a plan is filed.
