informed that the SCAQMD has relaxed its requirements. He noted that <br />MOUS are almost at an end and he wanted this subject addressed. City <br />Attorney Biggs advised that it would be appropriate to direct staff to <br />develop an alternate plan to meet the requirements of SCAQMD and to <br />direct staff to take steps to meet and confer with employee groups. <br />Motion by Councilmember Beltran, seconded by Mayor Fulp, to direct staff <br />accordingly. Councilmember Sandoval reminded that staff addressed this <br />subject last year. He suggested that staff be directed to address <br />savings and cost. With consensus of Council, Mayor Fulp directed staff <br />to update their report for the first Council meeting in May, 1995. <br />PERSONNEL DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Plan Check Engineer <br />Personnel Director Harmon said this item is to eliminate a contract <br />position and make it a permanent position; however, she made the request <br />to pull the item as the department head was not present to address any <br />concerns. <br />Executive Secretary <br />Personnel Director Harmon said the City Manager's Executive Secretary <br />had recently resigned and this was a request to commence recruitment for <br />that position. <br />Mr. Rocky Fredrickson, 2851 So. La Cadena Dr., expressed concern that <br />the City is beginning to recruit for a vacant position and asked if a <br />laid off employee would be called. Personnel Director Harmon said there <br />had been no layoffs in this classification, or similar to this <br />classification. Director Harmon indicated that an intermediate typist <br />Clerk is currently covering this position as well as answering the <br />telephone for the Mayor/Council office during the lunch hour. <br />Motion by Councilmember Hutton, seconded by Councilmember Cook, to <br />authorize and direct staff to begin recruitment process only for the <br />position of Executive Secretary. Unanimous vote. <br />Account Technician II <br />Personnel Director Harmon pointed out that this position is the only one <br />that processes payroll on a bi-weekly basis and accomplishes personnel <br />PERS reports and all payroll tax reports. She informed that the last <br />time this position fell behind there were substantial penalties. The <br />person presently performing the job does so on a part-time basis and she <br />cautioned the City is running at risk. <br />Mr. Rocky Fredrickson asked if the City did not have a person already <br />doing this job. Director Harmon said that the person resigned 12/1/94 <br />and when the City recruited, no one from the City applied for this <br />position. Mr. Fredrickson asked if this request had not previously been <br />3 <br />MAR 13 1995 <br />
