Councilmember Hutton asked if the Fiscal Year 1994-95 Budget has <br />been completed. City Manager Martinez responded that the fiscal <br />year 1994-95 budget has been amended to reflect the reductions that <br />have taken place and as we get closer to the end of June, the City <br />will have a very good indication of what the final figures are <br />going to be. Member Hutton asked to be provided copies of the <br />audits for Measure I and Gas Tax Funds. City Manager Martinez <br />stated this would be done. <br />Councilmember Beltran asked the City Manager to introduce his new <br />secretary. City Manager Martinez introduced Sherry Guerro as the <br />new Executive Secretary assigned to his office. City Manager <br />Martinez reported that Finance Director Anna Vega was traveling on <br />City business and on her return hass encountered traffic problems. <br />Ms. Brenda Ridens, Accountant, presented various charts showing the <br />appropriations at $16,336,532 and revenues at $16,336,532 for the <br />General Fund. In reviewing the appropriations pie chart, Ms. <br />Ridens pointed out that Public Safety Functions represented the <br />largest General Fund appropriation at 69%. <br />Ms. Sherry Guerro, Administrative Secretary, presented the Goals <br />and Objectives for the City Departments. <br />Mr. Villasenor, addressed the Council with regard to talk in the <br />Community that the City is considering contracting out the <br />management of the Community Center. He said that he did not feel <br />this would be in the best interest of the community. <br />City Manager Martinez responded that the Council is not considering <br />anything right now because staff has not submitted anything to them <br />with regard to the Community Center. Mr. Martinez said in the plan <br />to reduce costs, staff has done a Request for Proposals to see what <br />is the best way to operate the Center. Mr. Villasenor stated <br />experience has shown him, that when a private organization takes <br />over there are fees applied for the use of the facility. City <br />Manager Martinez said he did not know what the action of the <br />Council would be; however, he said that even with the City <br />operating the facility there would be fees for services. Mr. <br />Villasenor replied that City fees are never as high as those of <br />private organizations. <br />City Manager Martinez said that the proposals have not yet been <br />received and that after receipt and evaluation, a recommendation <br />would be -submitted to the Council. <br />Human Services Director Anstine reported that the Recreation and <br />Parks Commission would be reviewing the proposals on the third <br />Wednesday of June and thereafter, a recommendation would be brought <br />to the Council. <br />Discussion followed with regard to how the request for proposals <br />4 <br />
