11 <br />evolved, whether City Council approval to seek proposals is <br />required, whether the City staff can submit proposals in <br />competition and whether any other proposals are being sought for <br />other contract services. Councilmember Sanders stated that it <br />might be best to look at an RFP policy in the near future. <br />Mayor Fulp advised Mr. Villasenor that the matter of proposals for <br />management of the Community Center would go before the Recreation <br />and Parks Commission in June and heard by the Council in July and <br />that the meetings are open to the public. Mr. Villasenor said he <br />would plan to attend. <br />BUDGET PRESENTATIONS: <br />FIRE <br />Councilmember Sandoval stated he had read in the budget message, <br />that the Fire Department is requesting consideration for its <br />involvement in the Wide Area Network and asked if this was being <br />funded through a grant. <br />Fire Battalion Chief Greg Turner, explained the various processes <br />the City Fire Department has used for emergency dispatching. He <br />explained that the City will not be receiving a grant but rather it <br />will be able to purchase all the necessary equipment at 50% of the <br />cost and that the County would hold ownership of the equipment; <br />however, there will be no further expenditure to keep the system <br />going forever and the City will be able to network with all of the <br />County agencies. <br />CITY MANAGER <br />Discussion was held on the increase in the Miscellaneous Salary <br />Account. City Manager Martinez informed that the position held by <br />Daryl Parrish had been previously budgeted in the RDA Budget. He <br />said the position of Assistant to the City Manager should be <br />appropriately reflected in this budget and removed from RDA; a <br />decrease is reflected in the RDA salaries account. <br />Moved by Councilmember Sandoval, seconded by Councilmember Beltran, <br />to tentatively approve the City Manager's Budget. Motion carried. <br />Councilmember Bennett abstained; Mayor Fulp voted no. <br />CITY CLERK <br />Discussion was held on the Professional Services Account. City <br />Clerk Ramos explained the appropriation was for codification of the <br />City's Municipal Code and for the cost of possible recall <br />elections. Councilmember Sandoval asked the cost per election. <br />City Clerk Ramos said she estimated the cost for a district <br />election at $5,000 and an at large election at $20,000. <br />5 <br />
