ADJOURNED CITY COUNCIL MEETING <br />OCTOBER 25, 1995 <br />In accordance with notice duly and legally given, an Adjourned Regular <br />Meeting of the City Council of the City of Colton was held on the above <br />given date at 6:32 P. M., in the Council Chambers of City Hall, Mayor <br />Fulp presiding. <br />FLAG SALUTE: <br />Mayor Fulp led the assembly in the pledge of allegiance. <br />ROLL CALL: <br />Councilmembers present were Hutton, Sandoval, Bennett, Cook, Sanders, <br />Beltran and Mayor Fulp. Also present were City Attorney Biggs, City <br />Manager Martinez, and City Clerk Ramos. <br />I AGENDA REVIEW• <br />There was discussion as to Agenda Item 1 regarding the position of <br />Police Captain. Councilmember Bennett indicated that she did not <br />understand the previous action and that the City Attorney had advised <br />that it was appropriate to discuss in general terms. <br />Motion by Councilmember Bennett, seconded by Mayor Fulp, to reconsider <br />the position of Police Captain carried with Councilmembers Beltran, <br />Sandoval and Hutton voting "No." <br />CONSENT CALENDAR: <br />(1) Personnel/Police Department - Ratification of Employee Appointment <br />to the Full -Time Position of Police Captain in the Police <br />Department. (Item No. 8, Agenda of October 17, 1995] <br />Motion by Councilmember Bennett, seconded by Mayor Fulp, to approve the <br />consent calendar. Councilmember Hutton suggested that terms agreed upon <br />with the present Police Chief require that any discussion be conducted <br />in closed session. Mayor Fulp declared this body passed a resolution <br />and it was public record. <br />City Attorney Biggs cautioned if there was concern about individuals <br />that it would be proper and preferable to discuss the matter in closed <br />session as not to violate any individual's privacy. Discussion ensued <br />regarding intent of terms with Police Chief and the need for <br />clarification. Councilmember Bennett withdrew the primary motion. <br />OCT 2 5 1995 <br />
