Motion by Councilmember Sandoval, seconded by Councilmember Cook, to <br />table the matter until the second meeting in November. Motion carried <br />with Councilmember Bennett voting "No." <br />MAYOR AND COUNCIL ITEMS <br />Board/Commission Appointments <br />Motion by Councilmember Bennett, seconded by Councilmember Beltran, for <br />approval of her appointment of Mr. Jim Ott to the Planning Commission <br />carried unanimously. <br />Motion by Councilmember Hutton, seconded by Councilmember Bennett, for <br />approval of his appointment of Mr. Randy Wyatt to the Utilities <br />Commission carried with Mayor Fulp voting "No." <br />City Manager <br />Councilmember Bennett stated that due to recent employee layoffs and <br />downgrades and unfilled positions, it was inappropriate to consider this <br />item at this time and requested that the matter be put off until mid- <br />year budget review. Councilmember Beltran responded that this is not <br />an appointment and not an increase to the budget. He stated that all <br />department heads have received pay increase after annual performance. <br />Mr. Ben Romero, San Bernardino Public Employees Association <br />Representative said he appreciated Councilmember Bennett's comments. He <br />reported calls from City employees who have expressed their displeasure <br />at what is occurring despite layoffs, transfers, furloughs and pay cuts. <br />Discussion touched upon the subcommittee's report; history of salary <br />setting for positions of Police Chief and City Manager; and, the issues <br />of continuity and commitment. <br />Motion and second by Councilmembers Beltran and Sandoval to call for the <br />question carried with Councilmember Bennett and Mayor Fulp voting "No." <br />Motion by Councilmember Bennett, seconded by Mayor Fulp, to postpone <br />this item until after mid -year budget review. Motion failed with <br />Councilmember Bennett and Mayor Fulp voting "Yes" and Councilmember <br />Hutton abstaining from vote. Councilmember Hutton explained his stance <br />in light of the fact that he is a City employee. <br />Motion by Councilmember Sandoval, seconded by Councilmember Beltran, to <br />approve and adopt Resolution No. R-104-95. <br />Mr. Chris Gallegos, Highland, emphasized that employees were unhappy <br />with this as positions with huge salaries are getting more and it <br />appeared that employees are getting more work and receiving less pay. <br />He declared this action inappropriate. Councilmember Sandoval said that <br />it was important to view this matter in its context, a recognition for <br />an individual who has helped this City Council and the Community. <br />Councilmember Sanders submitted the subcommittee's decision was <br />2 <br />OCT 2 5 1995 <br />
