He wanted to ensure that the matter <br />would be presented in the best possible way that would safeguard the <br />community. <br />Councilmember Bennett said that her objection was that proper process <br />had not been followed. She said it could have been taken through <br />initiative process; however, by going through the City Council it <br />circumvented this process so that adoption required a simple majority of <br />the voters. <br />Mr. David Toro said his effort was not to defend Councilmember Sanders <br />but make people aware that he knew Don Sanders and had opportunity to <br />observe Councilmember Sanders, at any time of the day or night, go to <br />the people in his district to talk, listen and obtain their opinion on <br />issues facing the community. Mr. Toro said Councilmember Sanders takes <br />the time to find out what the people want. He is not doing the job to <br />put money in his pocket, rather he is there for the people. <br />Mayor Fulp praised Rev. Bob Johnson on his objective presentation on a <br />divisive issue. <br />RECESS: <br />At 7:27 P.
