TO BE HELD ON TUESDAY, DECEMBER 12, 1995. <br />City Attorney Biggs stated that proposed Resolution No. R-94-95 allowed <br />City Council to designate certain Members to write for or against the <br />measure pursuant to the applicable law. <br />Motion By Councilmember Sanders, seconded by Councilmember Beltran, to <br />eliminate Section 1, authorizing a Member to write for/against the <br />measure and approve Section 2 to have the City Attorney prepare a legal <br />analysis. <br />Councilmember Hutton inquired if Members would be allowed to comment. <br />City Attorney Biggs explained that City Council could designate <br />Member(s) to write for/against the measure, or it could determine not to <br />have a comment on the ballot. <br />Mr. Mike Valles said that the public should be alerted as to the time <br />deadline within which to respond. With agreement of City Clerk Ramos, <br />City Attorney Biggs announced the deadline date to be September 21, <br />1995. <br />Above motion carried with Mayor Fulp voting, "No." <br />Mayor Fulp suggested that the news media provide notice to invite <br />interested persons to respond to the City Clerk by the end of business <br />on September 21, 1995. City Clerk Ramos advised there was a limit of <br />300 words, per argument, to be observed. <br />RESOLUTION NO. R-94-95 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON, CALIFORNIA, REGARDING A CITY <br />MEASURE AND DIRECTING THE CITY ATTORNEY TO <br />PREPARE AN IMPARTIAL ANALYSIS. <br />PUBLIC COMMENT <br />Mr. Charles Jackson, 2568 E. Topanga Way, expressed that he was bothered <br />by how easily City Council came up with the $25,000 for this measure, <br />with no explanation as to where the money will come from. He decried <br />the fact that the citizens have been taxed sky high. He said he was <br />ashamed that the City cannot help individual citizens but it can help <br />the gaming industry. <br />Mr. Fred Cordova clarified that it is not up to the City Council to find <br />the money, rather, it is the City Manager's prerogative and he had <br />indicated that he would find it. <br />Mr. John Mitchell said that he was bothered that on a referendum <br />petition from the citizens of Colton, five members voted no. He found <br />that the City Council flip-flopped on issues and it was not consistent. <br />Councilmember Sandoval commented that several week ago when the City <br />Council took action, he was not in favor of placing the measure on the <br />E <br />SEP 11 1995 <br />
