said this is an important factor as he begins to explain the <br />corrective measures or options that are necessary. <br />Mr. Mowry stated the City of Colton staff provided CH2MHILL with <br />all the background information that is available; the original <br />design drawings, the Cease & Desist Order and all permits issued to <br />the City over the last several years. He said CH2MHILL staff came <br />to Colton and reviewed each of the unit processes at the plant to <br />determine the current condition of the facilities and to confirm <br />that what was on the drawings was actually in the field and that <br />the report is a summary of their study. Mr. Mowry said the <br />Executive Summary is basically what is in the whole report under <br />various items. Mr. Mowry said some of the items may not be <br />required for redundancy and reliability per the Title 22 <br />requirements, but many times when upgrades are done to an existing <br />facility, new regulations; such as from Air Quality Management, may <br />apply and it may be necessary to look at that. Mr. Mowry gave the <br />example of covering the grit chamber, one would say that this does <br />not have anything to do with reliability of treatment and that the <br />plant can run effectively without covers; however, this is the <br />primary source of volatile organic carbons that may come from the <br />aeration of the raw sewage and could cause the City to have a <br />violation. <br />Councilmember Hutton asked if Mr. Mowry could address hydraulic <br />reliability and its effect on the three plants. Mr. Mowry reported <br />that in the Title 22 requirements, it has a statement regarding <br />hydraulic reliability meaning that if any one of the facilities is <br />out of service you can still treat your wastewater effectively. <br />Mr. Mowry said this was the key to why he pointed out that each <br />plant is separate and individual and are not interconnected. Mr. <br />Mowry gave a worse case scenario with Plant 2 with a 3 MGD capacity <br />being out of service. He said if this were to happen, the City <br />would lose almost 50% of its capacity. Mr. Mowry said the City <br />must have a redundancy and reliability, to allow itself the <br />capability to handle the additional flow if Plant 2 were to be out <br />of service. Mr. Mowry said if any unit in any plant goes out, the <br />City loses the entire plant because there is no ability to take <br />flows from one plant to the other or to share plant units. <br />He said this requirement is the critical point and will be one of <br />the major cost items once the report is finished. Mr. Mowry said <br />the City is looking at having to have an additional 3 million <br />gallons of capacity to be added to the existing plant, not to <br />expand the plant, but simply to make the plant a reliable Title 22 <br />treatment facility to meet the permit requirements. Mr. Mowry <br />stated he had discussed this issue with Mr. Adelson to see if there <br />were other alternatives and it is their opinion that there are <br />very few options. <br />Councilmember Sanders asked if CH2MHILL was offering as part of <br />their report an integrated plan; whereby if Plant 2 did fail, there <br />would be backup systems in place.
