that is to build an additional 3 MGD plant, a Plant 4 and that he <br />would not recommend building another full 3 MGD plant without <br />interconnecting capabilities. He said there are other potentials; <br />however, it would require working with the Regional Board to see if <br />there are other options to put in pumping and piping that would <br />allow the City that flexibility. He said this is done on a case by <br />case basis because there is no written law or regulation that tells <br />you this is how it is done. Councilmember Sanders said essentially <br />the plants will remain separate and interconnected. Mr. Mowry said <br />that is how they are showing it because some of the existing plants <br />are nearly 50 years old, they are at the end of their expected <br />life. Mr. Mowry said the question is, does the City of Colton want <br />to invest money in repairing the old, or does it wish to build a <br />new facility to replace the old one. This is what the City will <br />have to decide and it must give the engineer some discretion on <br />what you would like to see. He said the repairs to the old plant <br />may save the City a few dollars today, but in the long run would <br />likely cost the City more as the old plant would have to be <br />replaced in the near future. <br />Mr. Mowry said this is why the report is not complete, CH2MHILL is <br />requesting that the City provide them guidance and in the next <br />three days, they will modify the report to go in the direction that <br />the City and the Utility Commission would like to see. <br />Discussion took place with regard to meeting the stringent <br />requirements of AQMD. Mr. Mowry said that he was not sure what <br />AQMD would require; that it was important on what facilities are <br />modified and how AQMD views the work. He said in any event a full <br />disclosure of the work to be done will be sent to AQMD and the City <br />will have to wait and see what they say. <br />Councilmember Hutton asked, regarding Plant I being the oldest, if <br />parts could be found for repairs, would it meet today's <br />requirements of the Regional Board. Mr. Mowry replied that he was <br />not sure because the Board would be looking at the City's ability <br />to continue to maintain the facility. Mr. Mark Adelson, Santa Ana <br />Regional Water Quality Control Board, stated that Plant 1, was <br />probably capable of performing to a level necessary to produce <br />effluent, that with further treatment, could meet Regional Board <br />requirements. He said that because the unit has exceeded its <br />expected design life, in particular the mechanical systems, the <br />Board would consider that the reliability of that unit is marginal <br />at best. Councilmember Hutton said it would be questionable then, <br />if the City could even find replacement parts for the facility. <br />Mr. Adelson said he was doubtful that replacement parts could be <br />found for the system. He said it would be necessary to remove the <br />existing mechanical systems and replace them with contemporarily <br />designed and engineered mechanical systems. <br />Councilmember Hutton asked Mr. Adelson if he had an opportunity to <br />6 <br />JUL 1 0 1995 <br />
