of Phase Two of the Fiscal Health Plan, City Manager Martinez was <br />instructed to return to the Council on March 21, 1995 with Revenue <br />Enhancement Program. <br />Commissioner Jackson said as he understands, the Agenda is not <br />published before 5:00 p.m. on Thursday. This makes it extremely <br />difficult for anyone to see what is on the Agenda. He asked why <br />the Agenda could not be printed earlier. <br />Private Waste Haulers: <br />Moved by Councilmember Sandoval, seconded by Mayor Fulp, to ratify <br />the Council's decision of April 4, 1990. <br />Public Works Director Hutton said he wished to present the history <br />of the Waste Haulers issue to bring new Councilmembers up to speed <br />and to refresh the memories of the Councilmembers who took part in <br />action to give the waste haulers notice with regard to termination <br />of the their contracts. Director Hutton reported approximately six <br />years ago, the City Council directed staff to put together the <br />ordinances and requirements that were necessary to set up franchise <br />agreements with fewer haulers then what the City had at that time. <br />Director Hutton said going back <br />was competing with the private <br />and commercial accounts and th <br />was difficult to track who was <br />1988 when the City decided to <br />haulers, it was in anticipation <br />In 1989, the rules changed. <br />haulers changed in ownership <br />mandate. <br />to 1988-89, the City Refuse service <br />haulers for servicing residential <br />e services were very confusing. After 1999, the City could decide if desires to go <br />out to a competitive process and select a different hauler or the <br />same one. Within the scope of services, if the City decides to <br />eliminate the other franchise haulers, it will be necessary for the <br />City to insure certain services now available that the City as a <br />provider does not currently have. These services are: (1) Roll <br />service, 40 and 20 cubic yard bin services. (2) Insure that <br />residential customers all have equal collection service. Director <br />Hutton said it will be necessary to establish two new routes in <br />order to serve the west area of the City. <br />2 <br />�1 n 1 2 1995 <br />
