Director Hutton said the other concern is who will be responsible <br />to meet AB 939 requirements and can these mandate responsibilities <br />be transferred to a private hauler. Director Hutton said it is his <br />understanding that the City would always be the ultimate <br />responsible party for meeting the percentages of reduction or pay <br />the fine, even if the entire City were served by private haulers. <br />Additionally, there is the concern of who would control the market <br />recovery or recyclable products and who insure proper reporting to <br />the State with regard to the percentage of diversion from the <br />landfills. <br />Councilmember Beltran asked who has that responsibility for the <br />City at this time. Director Hutton said he and the City Manager <br />are the only remaining administrators who would be responsible to <br />meet the mandates, as well as, the Council. <br />Director Hutton said the motion on the floor and the recommendation <br />of the Utilities Commission of October 4, 1994, is to continue on <br />course with the current one franchise hauler and allow the City <br />Utility Enterprise to expand, at least with the residential service <br />to the remainder of the community. Director Hutton said he would <br />also like to serve the commercial accounts as well, with the <br />exception of the roll -off bins that the City does not have the <br />capability to do at this time. <br />Commissioner Butler asked if there were any recycling services <br />currently being provided by the private haulers. Director Hutton <br />said he was not aware of any franshise hauler who is providing <br />recycling to a residential area; other than Jack's Disposal. <br />Jack's Disposal provides a recycling program similiar to the City's <br />to those residential customers it serves in Reche Canyon and La <br />Loma Hills. <br />Commissioner Butler asked if Jack's could expand service to new <br />customers. Director Hutton replied they could get new commercial <br />customers only. Director Hutton said he had provided information <br />on all the haulers activities to the Commission and Council. The <br />information provides the name of the hauler, the areas they serve, <br />their fees, number of accounts, etc. The information also provides <br />the cost for the City to expand into the various areas, the <br />increased revenue and savings. Commissioner Jackson asked Director <br />Hutton if he, as the responsible staff person for the refuse <br />operation, felt comfortable that the City could staff its own <br />operation properly, that it could be done with existing equipment <br />and if it would be his recommendation that the City do this. <br />Director Hutton said he would like to reiterrate his recommendation <br />to the Utilities Commission in October 1994 and that is that the <br />City of Colton have a once a week, curbside collection of refuse <br />service city-wide for its residents, a once a week green waste <br />collection and a once a week recycling collection all performed by <br />its own sanitation operation for all residential customers.
