Councilmember Bennett stated it was not a matter of whether the <br />Council wants to provide the services and avail itself of <br />additional revenue, the reality is that the City may not be able to <br />provide the service for several months as stated by Director <br />Hutton. She stated she would like to see a written report that <br />would say when and how this is to be accomplished. Director Hutton <br />said the report before the Council tonight is the same report that <br />was provided to the Council in January 1995. Councilmember Bennett <br />stated she wanted more detailed specifics. Director Hutton said <br />the information Councilmember Bennett is seeking can be found on <br />Page 23, Table 4 and Table 5 of the report. Councilmember Bennett <br />said these were not the numbers she needed; that she felt it was <br />necessary to establish a solid waste or integrated waste position. <br />Director Hutton reported the Council has before them four separate <br />reports and briefly reviewed each one. <br />Councilmember Bennett asked the City Attorney should the Council <br />vote to take over the refuse service does that mean the City has to <br />take over immediately because the contracts are expired. City <br />Attorney Biggs replied it will mean that the City will have to take <br />over as of April 4, 1995. <br />Mr. Raul Arciero, Acting Sanitation Superintendent, stated the <br />commercial accounts being discussed were at one time within the <br />City's route schedule and were lost to BFI; therefore, it will not <br />be necessary to get an additional truck to service those accounts. <br />Mr. Arciero said many of the accounts being serviced by the private <br />haulers were once served by the City, the taking back of accounts <br />will necessitate a shift in route distribution and can be done with <br />the existing trucks. <br />Councilmember Bennett asked what will happen to the residents being <br />served by the private haulers if the City cannot provide the <br />service. Director Hutton responded that the private hauler, Jack's <br />Disposal has offered to help in time of need on an interim basis. <br />City Attorney Biggs stated that assignment of service is controlled <br />by the City of Colton. <br />Discussion continued on expanding the City's refuse service to all <br />areas of the City, the need for a five-year equipment replacement <br />program, the condition of the existing equipment and the monthly <br />average cost of repairs. <br />Mr. Kalogonis stated with the financial condition of the City, he <br />could not see any reason to go forward, expecially in view of the <br />backup that would be required by the private hauler. He said <br />unlike the Electric Department, the refuse operation is losing <br />money. Director Hutton said the Electric Utility did not always <br />make money. It was a good decision of the people to hold on to the <br />utility. The City was able to turn the Electric Utility into a <br />profitable business and the same can happen with the refuse. <br />5 <br />MAR 1 3 1,995 <br />
