commercial collection will be provided by: (1) The City with the <br />exception of roll -off bins; (2) That the existing current franchise <br />hauler who has a current approved agreement be allowed to continue <br />to service commercial accounts and (3) That all new commercial <br />accounts be provided by the City unless it cannot. Director Hutton <br />said his concern with regard to providing service to the entire <br />community is the age of the equipment and the number of employees <br />in sanitation. Director Hutton said it will be crucial that the <br />vehicle depreciation account be funded and not be an empty account <br />in order to replace equipment. <br />Director Hutton said there is a franchise hauler that is operating <br />in the community currently that deserves special mention and that <br />is BFI. BFI has been of service to the City and to the School <br />District in the green waste program they have been very proactive. <br />Councilmember Sanders said he would be remiss if he did not speak <br />up for District One. District One has been excluded from all <br />services of the City and are being serviced by a private hauler. <br />Councilmember Sanders said he would like the recycling and green <br />waste program to serve his area and that by expanding City service, <br />the City in turn will have an opportunity for increased revenue. <br />He said the City should not sell itself short, the franchise <br />information received should encourage the City to provide these <br />services and that the City really needs to establish a <br />depreciation account. <br />Councilmember Beltran said under the current financial condition of <br />the City, the City does need to expand its revenue source; however, <br />he felt that the City needs to retain two refuse haulers in the <br />City for the next five years in order to address all areas and <br />phase into providing all the service. He recommended the <br />following: 1. That the City rid itself of non -franchise haulers. <br />2. Have once a week refuse pickup service. 3. Allow two franchise <br />haulers to operate in the City and give them a five-year contract <br />to allow the City to expand into the northwest area. <br />Councilmember Sanders asked Director Hutton what the City will need <br />to take over the refuse service. Director Hutton replied that in <br />order to have a smooth transition, the department will need a 3 - <br />6 month period to transition to commercial and residential. A lot <br />will depend on whether the City can negotiate the purchase of the <br />bins from the existing hauler or whether the City will have to <br />purchase the new bins and the City already has approximately 100 <br />commercial bins that it can place in service. Councilmember <br />Sanders asked what condition the City's refuse trucks were in and <br />can they survive the transition. Director Hutton said by reducing <br />the service to once a week for refuse, recycling and green waste <br />and adjusting the routes for residential, he believed it could be <br />done right now. Director Hutton said if another truck were needed <br />it could be rented, leased or a loaner could be obtained from <br />Jack's Disposal. <br />4 <br />Nilo'ms <br />
