Mr. Evans introduced the presentation by noting that they are proposing that the Utilities Commission and City <br />Council review the treatment processes. The City has been under a Cease and Desist Order since April 7, 1995. <br />The City Council adopted the plans for repairs and improvements outlined in the Title 22 Report and to increase <br />plant capacity to still treat sewage in case of a problem. <br />Mr. Evans noted that the steps that need to be taken are: 1) What process the City Council and Utilities <br />Commission wish to use to establish plant reliability; 2) To select an engineer or firm to design expansion and <br />improvements; and, 3) To design improvement and repairs to expand reliability and "fix what's broken". <br />Tonight the Council and Commission are primarily looking at three various processes. Mr. Evans explained the <br />Rules of Engagement to the presenters: 1) Emphasize the merits of one's own process, firm, and equipment in the <br />best possible light with no criticism of the others; 2) If one has doubt or is offering one's own opinion to a <br />question please so state; 3) Speak in terms all can understand; and, 4) Limit presentation to 15 minutes. <br />Mayor Fulp deferred to Chairperson Butler who convened the Utilities Commission meeting at 6:20 P.M. <br />City Manager Martinez stated that this is the culmination of many months of effort on everyone's part. There has <br />been a great deal of analysis to get to this point. The Utilities Commission needs to decide on one technology and <br />make recommendation to City Council. <br />Mr. Evans noted that he knows the City Council, Utilities Commission, and citizens are very concerned about <br />rate increases. To meet the requirements of the law, the total cost is going to be $7.5-10 million dollars. The <br />affect to the rate translates to $8-10 additional for residential units. He cannot zero in on that amount yet, these <br />are conceptual plans being reviewed tonight. He believes all plans will require electrical upgrades. <br />Presentation of various wastewater treatment processes. (Folded papers with names on them were used so pick <br />for turn at presentation would be unbiased.) <br />North American Treatment Systems (HATS) - Bruce Milne <br />They work to lower cost for client, have sole source responsibility, guarantee one year of operation, and they are <br />responsible to make work correctly. The parent corporation is based in Louisiana. <br />Chair deferred to Councilmember Bennett who introduced Bob Sparks to the Utilities Comrnission. He is to be <br />appointed at the next City Council meeting. <br />Councilmember Sanders inquired of NATS' financial stability. Gary Beard, Vice President of United Industries, <br />the parent company, replied that it is a privately held corporation that does not give financial information, but he <br />will provide the name of their bank. <br />The Chino Basin was used as an example to show how they fabricate equipment locally to use local talent and <br />save costs. <br />Mr. Milne reiterated that NATS is sole source responsible. Performance and fixed upper costs are guaranteed. <br />They will not have a change order. They will design at their home office but build here.
