(6) PULLED FOR VOICE COUNT. <br />(7) Claim <br />Denial of Claim of Elidia Duarte. <br />Motion by Mayor Fulp, seconded by Councilmember Beltran, to accept <br />and approve the Consent Calendar, except for Agenda Items 1, 5 and <br />6. Unanimous vote. <br />Agenda Item No. 1 <br />Councilmember Bennett asked for a correction to the minutes on Page <br />11, regarding Annexation, to show that she questioned if funds <br />existed for the annexation. <br />Motion by Councilmember Bennett, seconded by Councilmember Hutton <br />to approve Minutes of March 21, 1995, with the correction. <br />Unanimous vote. <br />On Page 18, under Budget Requests, Councilmember Bennett said she <br />had asked the City Manager for a list of vacant positions and said <br />she had not seen such information. City Manager Martinez recalled <br />her request and agreed it was not part of the fiscal plan. He <br />indicated he would provide the information. <br />Agenda Item No. 5 <br />Mayor Fulp inquired about the change orders listed under Financial <br />Impact on the Agenda Report. He wondered if they were for cost <br />over -runs. Electric Utility Director Clarke explained there was <br />work by the consultant regarding issues which required additional <br />negotiations with US Fish and Wildlife and CALMAT. <br />On Phase I, he indicated the issues related to acquisition of <br />rights-of-way and property for substation and the extensive efforts <br />to mitigate the environmental concerns of the US Fish & Wildlife <br />caused this budget estimate to go up. <br />On Phase II, the environmental and rights-of-way complexities of <br />this project required additional steel pole design for the rest of <br />the transmission line. <br />On Phase III, it is necessary to issue the remainder of the <br />purchase order to complete the rest of the construction activities. <br />Director Clarke reported the $700,000 will be derived from <br />operating revenue. Director Clarke said he continued to look for <br />outside financing and bonds. <br />Motion by Mayor Fulp, seconded by Councilmember Cook, to approve <br />the change orders to Phases I and II and to revise the change order <br />for Phase III. Motion passed with Councilmember Bennett voting <br />"No." <br />Agenda Item No. 6 <br />
