Upon Mayor Fulp's inquiry, Director Clarke indicated that Council <br />approved a $1.8 million electric rate increase to be effective <br />April 12, 1995. Director Clarke stated this request is to activate <br />the 3.5% base rate increase effective April lit 1995. <br />Councilmember Sandoval said that the prior Council had approved a <br />two-tier rate increase and that bonding had been anticipated. <br />Director Clarke agreed that bonds would have made up the shortfall <br />but overspending on the power cost project has made it necessary to <br />request the increase. <br />Motion by Mayor Fulp, seconded by Councilmember Beltran, to accept <br />staff recommendation and approve and adopt Resolution No. R-32-95. <br />Mr. Rocky Fredrickson wanted to know what figure the 3.5% increase <br />represented. Director Clarke posed a hypothetical based on 500kv <br />usage, the current billing would be $44.09 and with the proposed <br />increase and total would be $49.69; therefore, the increase is <br />$5.60. Director Clarke said there had been a public hearing. <br />Councilmember Hutton inquired about the status regarding bond. He <br />said there were different types of bonds, such as rate secured and <br />voter approved bonds. Director Clarke informed him that in August, <br />there was pursuit of private investment bankers. He indicated that <br />you cannot market bonds and it is necessary to use operating <br />revenues to do the project at this time. In light of the bond <br />rating recovery, Director Clarke said he is looking to revenue <br />bonds. <br />Above motion passed with Councilmember Bennett voting "No." <br />RESOLUTION NO. R-32-95 - A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON, CALIFORNIA, TO APPROVE <br />STAFF RECOMMENDED CHANGES TO THE CUSTOMER <br />SERVICE POLICY, INCLUDING ELECTRIC RATE <br />CHANGES. <br />PUBLIC COMMENT: <br />Refuse <br />Mr. Terry Dorman, commented on recent Council action regarding <br />refuse hauling rates and independent haulers. He stated that the <br />check for $50,000 which was presented tonight shows that "we can do <br />it." As resident and taxpayer, he suggested that Council consider <br />all sides. He said the persons who were in support of BFI were <br />informed by BFI only. He reminded that the City is a part of the <br />free enterprise system. He expressed the need to get together as <br />the City is in the trash hauling business. There is a lot of money <br />to be made. He exclaimed that the Refuse Department deserves the <br />chance to do the job. <br />Mr. Chris Gallegos agreed with Mr. Dorman and said there is money <br />to be made in commercial accounts. If bins need to be cleaned and <br />painted, he suggested that the City can do it and if necessary, buy <br />
