more containers. He urged the City to get rid of BFI and get on <br />with business and make money. <br />Mr. Rocky Fredrickson said he was gone the night there was a change <br />as to BFI. He said that BFI pays 15% of their account collection <br />and the City is giving away money left and right. BFI did a <br />grandstand. He said any increase on mobile home parks will <br />increase their rents. He declared he agreed with Councilmember <br />Bennett's stand against increases He said the Council has not cut <br />any white collar jobs, He suggested that Council can use the <br />interest in the bank accounts. <br />CFDs <br />Mr. John Sigaty, Chairman of the CFD Commission, asked if City <br />Council has to actually pass or vote on the reformulation of taxes. <br />He indicated MuniFinancial Services, Bond Counsel, is instrumental <br />in coming up with the assessment each year. Because of the timing, <br />he indicated that he will be gone in June and there will other CFD <br />commissioners gone, as well, so there may be a problem as to a <br />quorum. After brief discussions, with consensus, Mayor Fulp <br />directed that this matter be placed on the agenda of May 2, 1995. <br />Tract 14391-1 <br />Mr. John Reichel requested special consideration for the next <br />meeting in April regarding Tract No. 14399-1 for 15 homes on <br />Meridian and $550,000 surety bonds. He said the construction loan <br />is ready to fund. He said there had been a barrage of bad news and <br />he did not want to see the loan disappear. He predicted the City <br />will be collecting about $500,000 in fees. He stated he had <br />receipts for everything, has delivered the bond and has a staff <br />report. He said it was not an item that required a public hearing. <br />Councilmember Hutton said the bond requirements have been met and <br />signed off by the City Engineer. <br />In light of the presentation, Councilmember Sandoval asked if it <br />would be appropriate and possible to add the matter to tonight's <br />agenda. City Attorney Biggs agreed there is a need to act as a <br />concern has arisen after the posting of the agenda. She advised <br />that the City Council can include the matter upon a two-thirds <br />vote. <br />Motion by Councilmember Cook, seconded by Councilmember Sanders, to <br />add this item to the agenda based on the finding that the urgent <br />need arose subsequent to the posing of the agenda and pursuant to <br />Government Code Section 54954.2(b). <br />After brief discussion, motion by Councilmember Sandoval, seconded <br />by Councilmember Hutton, to suspend Public Comment momentarily. <br />Unanimous vote. <br />Councilmember Hutton recommended approving the tract pending <br />verification of all filings. <br />
