Motion be Councilmember Beltran, seconded by Councilmember Sandoval, to approve <br />the ratification of an employee appointment. The motion carried with three "No" <br />votes by Councilmembers Cook, Bennett and Mayor Fulp. <br />Consent Item No. 6, Personnel/Neighborhood Services <br />Mayor Fulp stated he pulled this item for a vote and asked if there was any <br />public comment on this item. <br />Andrew Ibarra, 1286 Pennsylvania, Colton, stated now is the time to hire people <br />to run recreation. Mr. Ibarra stated the recreation program is busy and the <br />City needs people to run the programs. Mr. Ibarra stated there is crime in a <br />city that does not have a recreational program. Councilmember Cook stated this <br />issue is a concern for senior citizens too. Councilmember Cook stated there are <br />centers that are in need of help. Councilmember Cook stated there are only four <br />people to run three centers. Councilmember Cook stated employees and their <br />families have been working until midnight cleaning the restrooms in order to <br />pass health inspections. Councilmember Cook stated the City is getting top <br />heavy and we need to bring it down to the level of the workers. We cannot <br />operate just on a volunteer basis. Councilmember Cook asked anyone who <br />complains should volunteer <br />Motion by Councilmember Beltran, seconded by Councilmember Hutton, to approve <br />this item. <br />Isaac Suchil stated he agrees with Councilmember Cook and has managed a Little <br />League team for the past eight years. Mr. Suchil stated he has taken a stand <br />for a hiring freeze to stop the City from becoming top heavy. <br />William Richards, 231 East "E" Street, Colton, stated he puts in two to four <br />hours a day to recycle. Mr. Richards stated he uses a bicycle for recycling and <br />has raised $100 for seniors over a three week period. Mr. Richards stated a <br />youth stole his bicycle and there needs to be more people to run centers. Mr. <br />Richards stated people who use the center will pay for the services which will <br />cover the cost of part-time help. <br />The motion was carried by a unanimous vote. <br />Consent Item No. 7, RDA <br />Councilmember Bennett stated there are many areas near Cooley and Washington <br />that need to be taken care of. Councilmember Bennett stated she has asked for <br />the last two years for a block wall to be repaired on Clear Creek Drive and for <br />the plants to be watered. Councilmember Beltran stated this item is about <br />restitution workers and not landscape maintenance. City Attorney Biggs deemed <br />that Councilmember Bennett's question as appropriate. <br />3 <br />AUG 151995 <br />
