Councilmember Beltran stated he asked for a report on restitution workers and <br />where they work. Councilmember Beltran stated none of these areas are in the <br />Landscape Maintenance District. Councilmember Beltran stated he is satisfied <br />with the report that was forwarded. Daryl Parrish, Assistant City Manager, <br />stated that due to a lapse in the contract for the area of Cooley Ranch, that <br />area was not maintained but the contractor was out last week and they will be <br />there again this week. Councilmember Bennett asked Mr. Parrish to inform her <br />when the wall is repaired. Mr. Parrish agreed. Mayor Fulp asked for a schedule <br />that repairs will take place. Councilmember Hutton suggested Mr. Parrish come <br />to the Council with a quote for repairs so the Council will approve repairs. <br />Mr. Parrish agreed to provide further information. There were no further <br />discussions and since this was an informational item no vote was necessary. <br />Fred Cordova, 190 West "E" Street, Colton, stated the Council needs to look very <br />closely regarding the card parlor. Mr. Cordova stated the City needs money and <br />there are no avenues to tax citizens. Mr. Cordova stated people are concerned <br />that welfare money will be spent on gambling. People are leaving the City to <br />gamble, so at least keep the money in the City. Mr. Cordova asked that the <br />matter be put on the ballot and let the people vote. <br />Jean Hart, 952 E. Palm Drive, Colton, stated that Councilmember Beltran has <br />pictures and papers regarding street resurfacing for Palm Drive. Ms. Hart <br />stated she put in this request in 1988. Ms. Hart stated there are also problems <br />by Alice Birney School and on Fairview. Ms. Hart stated the Council is lax in <br />solving problems. Ms. Hart stated the funds for resurfacing were used for the <br />new children's pool. Ms. Hart stated the street superintendent was amazed the <br />school did not have markings. Ms. Hart has asked for a crosswalk between <br />Fairview and Alice Birney School. Councilmember Beltran stated it is against <br />the law to put the crosswalk in as requested. Councilmember Beltran stated Ms. <br />Hart wanted a street light on Mt. Vernon Ave. and Palm and it was done. <br />Councilmember Beltran stated the crosswalk issue was before the Traffic <br />Committee. Councilmember Hutton stated school officials and PTA were against <br />placing a crosswalk at that location. Councilmember Cook stated the Traffic <br />Committee has discussed these types of issues many times and offered copies of <br />the minutes in order to help inform Ms. Hart. <br />Mr. Rosales, 604 Aqua Mansa, Colton, thanked staff for removing a tree. <br />John Mitchell, stated he is involved with the Youth Accountability Board. The <br />Board gives kids a second chance and provides them with a contract to provide <br />public service.
