After further discussion, Councilmember Beltran withdrew his <br />request to include Item 35 and moved to continue Agenda Item No. 10 <br />and Closed Session Items A and E to an adjourned meeting on <br />February 14, 1995 at 5:30 P. M. Councilmember Sandoval seconded <br />said motion which carried with Mayor Fulp voting "Nay." <br />Agenda Items Nos. 28, 29, 30, 31, 33 and 37 <br />Motion by Councilmember Sandoval, seconded by Councilmember <br />Bennett, to have Agenda Items Nos. 28, 29, 30, 31, 33 and 37, <br />indefinitely. Unanimous vote. Mayor Fulp directed the City <br />Manager to submit written reports to him on the above items with <br />copies to the reading file. <br />Agenda Items Nos. 25 and 26 <br />Motion by Councilmember Cook to continue Items Nos. 25 and 26 until <br />after budget review. Councilmember Sanders inquired about the <br />provisional positions and Personnel Director Harmon provided <br />background information. If a provisional position has been <br />approved over a period of one and a half years, Councilmember <br />Sanders wondered why the position was not made a regular <br />appointment. Councilmember Hutton said the positions should go <br />through a recruitment process before achieving regular status. <br />Director Harmon explained that one of the positions in question had <br />gone to recruitment process and the list was nearing expiration. <br />She indicated the list could be extended an additional 6 months. <br />If Council approved recruitment, the position could be filled from <br />this list. <br />Councilmember Cook she was adamant about continuing Items Nos. 25 <br />and 26 until budget discussion as there are still budget problems. <br />Posing the question if Items 25 and 26 should be pulled from <br />tonight's agenda, Mayor Fulp polled Members who agreed to pull the <br />items with Councilmembers Bennett and Beltran voting "No" and Mayor <br />Fulp abstaining. <br />Councilmember Beltran found it irregular that the request for <br />extension should bear an employee's name. He requested that no <br />names be added to such requests and there was consensus of Council. <br />Further, Councilmember Bennett moved that anytime a provisional <br />appointment is approved for one year, it should at the end of said <br />year, become a permanent position. After brief discussion, Mayor <br />Fulp directed the City Manager to have staff review and to bring <br />this matter back to the next regular Council Meeting on February <br />21, 1995. <br />Agenda Item No. 13 <br />As requested by Councilmember Bennett and with approval of Council, <br />3 <br />FEB 0 7 1995 <br />
