Accountability <br />Mr. Rocky Fredrickson, 2851 S. La Cadena Dr., concluded that this <br />is about "accountability" and read its definition. He remembered <br />that many Members ran in 1994 on an "accountability" platform. <br />Now, the Citizens hear there is no more money. He asked what does <br />the City owe? What does the City bring in on state and property <br />taxes; utilities; electric power; host city fees; water to Orange; <br />California Edison; $8 million; and, refund of $900.000 overpayment <br />to PERS? He declared that there is no stability in department <br />heads and there is no job security. <br />Mr. Fredrickson referred to The Voice a patriotic forum newspaper <br />which quoted the Mayor who said a state receivership was an option. <br />Mr. Fredrickson asked if it was the Mayor's intent to bankrupt the <br />City. Mayor Fulp declared him out of order and reminded him that <br />he could speak about City business, not philosophize. Mr. <br />Fredrickson asked the City Treasurer what the investment portfolio <br />was this time last year. City Treasurer Williams stated it was <br />$13,300,000 and today it is $6,600,000 - having gone downhill by <br />50%. Mr. Fredrickson asked for the reason for the decline. Mayor <br />Fulp answered that the City was overspending by $500,000 per month. <br />Time Limitation <br />Councilmember Sandoval said that, on the subject of a speaking <br />limitation, he advocated the Citizen's right to speak and urged <br />that Council not put a limit on that right. City Attorney Biggs <br />advised that time limit does appear on Page 15 of the City <br />Council's Manual of Procedure. She read the statement which <br />allowed 5 minutes per speaker with additional time allowed upon the <br />discretion of the presiding officer. The public is invited to <br />speak on any item of general interest to the public. Further, the <br />City Attorney advised that section 54954.3 holds that the <br />legislative body shall not prohibit criticism. <br />MAPA <br />Mr. Arthur Ramos, 1110 Pennsylvania, President of MAPA, likened the <br />City's problems to working for the defense industry. He said that <br />those who ultimately suffer are the little people at the bottom. <br />He identified the ethics of leadership as an area for improvement. <br />He weighed the question of budget versus the question of ethics <br />such as neglect of duties which create a situation of panic and <br />lack of confidence. He criticized the newspapers who create a <br />hostile environment. Mr. Ramos stated the City needs to stop the <br />in -fighting and it needs to stop character assassination of latino <br />leadership.
