Tax Recommendation <br />Mr. Fred Cordova, 190 West "E" Street, referred to a newspaper <br />article describing Colton as having tough times. He declared that <br />the City's woes affect everyone and urged the City Council to <br />consider and implement a property tax assessment which would charge <br />each property owner a $3.00 charge per month. He predicted that <br />with this assessment, from the City's 18,000 parcels, the general <br />fund could realize $600,000 per year. <br />Recalls Cost the City <br />Mr. Fred Cordova said it costs the City approximately $5,000 for <br />each recall effort. He called upon the City Clerk to verify this <br />amount and City Clerk Ramos answered that it was 11$5,000 plus." <br />Mr. Cordova proposed that any group initiating a recall should pay <br />expenses. He pointed out that recall efforts are not popular or <br />ever successful, if not fatal. He suggested that an errant elected <br />official can be gotten rid of at election time. <br />Mr. Cordova referred to a letter being circulated around town about <br />Councilmember Sandoval charging he approved tax increases. Mr. <br />Cordova reminded citizens that Councilmember Sandoval has but one <br />vote on the City Council and there were other Councilmembers, <br />Beltran, Bennett and Cook, who voted for the same action. <br />Councilmember Bennett stated she was a "No" vote and Mr. Cordova <br />replied she was not. As former Chairman of Utilities Commission, <br />he recalled that a number of meetings on the utilities increase <br />were noticed and called, usually with no one present. He said he <br />counted three people at one meeting. He challenged the citizens of <br />Colton to get involved, if not, they can't gripe. <br />Job -Sharing Program <br />If layoffs are contemplated, Mr. Cordova suggested putting a job - <br />sharing program in place which he described two people working for <br />the same organization do the same job - dividing it so each one <br />works 20 hours a week, thus there is no unemployment. He said it <br />was not a new idea as hospitals and schools use this program with <br />success. <br />South La Cadena Beautification Proiect <br />Mayor Fulp invited Mr. E. L. Yeager to make a presentation on the <br />South La Cadena Beautification Project. Mr. Yeager said his <br />company was founded in Colton. He indicated that his company was <br />ready to start the retro -fit job on March 1st and he anticipated <br />that the job would be complete within 4 months, with a target date <br />of June 16, 1995. Councilmember/Director Hutton stated that all <br />intersections would remain and that the median strips will be <br />improved. <br />5 <br />FED) 2 1 1995 <br />
