He said he is aware that <br />Councilmember Sandoval has been on a mission to upgrade job <br />descriptions in regards to education and he has also been a <br />supporter of this effort. <br />Mayor Fulp said due to circumstances of having a person already <br />performing the duties of this position without the degree, he would <br />withdraw his motion. <br />Moved by Mayor Fulp, seconded by Councilmember Hutton, to approve <br />Agenda Item 4, as recommended by staff. Motion carried by <br />unanimous vote. <br />Agenda Item No. 8 <br />Mayor Fulp said this position is for a Finance Assistant in the <br />Finance Department and has a salary range of $35,000 to $43,000 <br />annually. <br />Mayor Fulp moved to delete the last sentence of the job description <br />under education and to add to the first sentence ".....with major <br />course work in accounting or finance., and to strike the words <br />"public administration, business administration". <br />Councilmember Bennett opined that people who achieve a degree in <br />Public and/or Business Administration have taken courses dealing <br />with city government and get an understanding of how government <br />works as well as the finance part. She asked if she was correct. <br />Director Harmon responded "yes". Councilmember Bennett said she <br />did not feel it was wrong to have that included because people who <br />possess those degrees also have the ability to do the financial <br />side. Mayor Fulp expounded on the criteria required for a BBA and <br />stated that the City should be looking at someone capable of doing <br />revenue forecasting and budgeting. <br />Mayor Fulp's motion died for lack of a second. <br />Moved by Councilmember Sanders, seconded by Councilmember Beltran, <br />to approve staff's recommendation with the following change to the <br />Education portion of the job description: Addition of the word <br />"finance" after accounting, and to delete the second sentence. <br />Councilmember Sanders stated this would provide a broader range of <br />individuals to choose from. Councilmember Bennett stated that <br />former Finance Director Chamberlain had indicated that she could <br />work with the current staff and that there was not a need to hire <br />additional people.
