General Plan. <br />(10) Public Hearing <br />Public Hearing set for the Regular Meeting of June 20, <br />1995, the Adoption of the Countywide Integrated Waste <br />Management Plan. <br />Motion by Councilmember Sandoval, seconded by Councilmember Hutton, <br />to accept and approve the Consent Calendar, except for Agenda Item <br />11. Unanimous vote. <br />Agenda Item No. 11 <br />Councilmember Bennett wanted to know the safeguards in place in the <br />collection and use of monies, to go specifically to landscaping and <br />for no other purpose. Finance Director Vega explained that the <br />monies would go into Fund 02, which has its own budget and pays <br />salaries for park employees and services designated. The funds are <br />committed to its obligations and Council would have to amend the <br />budget to have those monies directed elsewhere. The funds are <br />restricted and cannot be used other than for their purpose. <br />Councilmember Sanders said that there are homeowners under an <br />existing landscape assessment and asked if it was possible to have <br />the price lowered. Finance Director Vega said the question is <br />being studied and it is possible that it can remain constant or it <br />can go down. <br />Councilmember Sanders asked when the study would be completed and <br />if approved, would the assessment have to go on the rolls submitted <br />to the County in August. Finance Director Vega replied <br />affirmatively and said it would have to be submitted by August 10. <br />Councilmember Hutton asked if there would be a setting for a public <br />hearing on a later date. Finance Director Vega said that Council <br />would have to accept the engineer's report, hold a workshop for the <br />public, to be held July 18, and hold a public hearing for <br />finalization of figures before August 10. <br />City Manager Martinez reintroduced Councilmember Bennett's concern <br />about accountability on the revenue side and on expenditure side, <br />can the City assure the monies are strictly used for the designated <br />purpose. Finance Director Vega said that an audit at the end of <br />the year will ensure that funds are expended for the district for <br />work being done in the districts. Next year Council can review <br />those numbers. Mayor Fulp asked if on July 15, 1995, will rates by <br />area be available? Director Vega reported she and RDA have looked <br />at this and said there are changes to be done and Council will have <br />the dollar amount by that date. Mayor Fulp suggested that she <br />incorporated that information into the final document of a <br />quarterly report. <br />Motion by Mayor Fulp, seconded by Councilmember Sanders, to accept <br />staff report and approve Resolutions Nos. 50 and 51.
