R-50-95 - RESOLUTION <br />CITY OF <br />PRELIMINARY <br />ENGINEER'S <br />LANDSCAPE <br />DISTRICT. <br />OF THE CITY COUNCIL OF THE <br />COLTON CALIFORNIA, FOR <br />APPROVAL OF THE ANNUAL <br />REPORT FOR THE CITYWIDE <br />AND LIGHTING MAINTENANCE <br />RESOLUTION NO. R-51-95 - A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON.. CALIFORNIA, INITIATING <br />PROCEEDINGS FOR THE FORMATION AND ANNUAL <br />LEVY OF THE CITYWIDE LANDSCAPE <br />MAINTENANCE DISTRICT PURSUANT TO THE <br />LANDSCAPING AND LIGHTING ACT OF 1972. <br />PUBLIC COMMENT: <br />Multi -Subjects <br />Mr. Stephen Anderson complimented City Council for televising their <br />meetings. Secondly, on the Medical Center "referendum" petitions <br />on which Councilmember Bennett had gathered signatures, he said he <br />had been a signatory and said she should not be criticized but <br />should be supported. Third, as to the settlement offer to the <br />City, which he made two months ago through the City Attorney, he <br />complained that his house is settling and cracking. He said he and <br />his wife did not want to sue the City but said he had not been <br />afforded the courtesy of a telephone call, or any answer, and did <br />not know if the offer had been turned down. He asked for a <br />settlement conference in a public forum. Regarding the soils study <br />which had been mentioned at a meeting in District 5, he said that <br />the residents had not received a progress report. In conclusion, <br />Rev. Anderson declared the schools of the Colton Joint Unified <br />School District are not in compliance with the Education Code. He <br />said his request for endorsement of "abstinence only" curriculum in <br />the Health Family Life curriculum was lost. <br />On the soils study, Community Development Director Zamora said that <br />at the direction of the City Manager he had met with the consultant <br />and renegotiated his proposal. Director Zamora said he would <br />prepare a memorandum by the end of the week so that Council could <br />take appropriate action. Mayor Fulp directed that a status report <br />be made at next Council meeting. <br />In regard to the settlement agreement, City Attorney Biggs said the <br />matter was agendized for closed session and it was reported that no <br />action was taken on the matter. She advised that closed session <br />meetings are confidential. She stated that Mr. Anderson is free to <br />make any other offer he chooses. <br />4 <br />JUN 0 U 1995 <br />
