in the Fire Department, he received a call from the Fire Chief, <br />who told him his figures were wrong and that he was out of line on <br />this issue. Mr. Anderson said Chief Hall was right and he <br />apologized and did not want to receive any more calls; however, it <br />is time for the Council to settle the constant manning issue and it <br />should be done tonight. Mr. Anderson stated that Nabar Martinez as <br />City Manager does not run this City, the people do and a department <br />should be able to have input so that the public is well informed. <br />Mr. Anderson complimented Mayor Fulp for his 90 days in office. <br />City Attorney Biggs responded that Mr. Anderson had been provided <br />with all the records that are public records. The only records not <br />available are those that are internal legal memorandum. She said <br />everything else, to the best of her knowledge and that of the <br />Directors of Community Development and Public Works, had been made <br />available to Mr. Anderson. The same accessability and limitations <br />will apply to any homeowner who requests records. Mr. Anderson <br />said this was incorrect because Community Development Department <br />has given him only a small amount of documents and he is <br />specifically interested in the fees waived documents as it is his <br />understanding that the fees were waived by former City Manager <br />Leslie Keane and he has not received this. <br />City Attorney Biggs said nothing that has been requested should be <br />withheld and that has been the direction to the Community <br />Development Director. <br />Mr. Anderson stated the residents have in the past looked to their <br />representative, Councilmember Bennett to help the people and the <br />help has not come. Mayor Fulp asked City Manager Martinez to walk <br />department by department with Mr. Anderson to make sure there is <br />nothing hidden in the closet. City Manager Martinez cautioned that <br />there are internal documents and that he does not know where they <br />are or how many and that the City has a responsibility to Mr. <br />Anderson, as well as to, the remaining 44,999 citizens to make sure <br />that the City does not incur a liability. Mr. Martinez recommended <br />that he and City Attorney Biggs be given the opportunity to review <br />the documents in each department and to determine which are public <br />documents and which are not and thereafter, Mr. Anderson would have <br />access to them. The date of March 15, 1995 was recommended by <br />Mayor Fulp as the deadline for providing the documents to Mr. <br />Anderson. <br />Community Development Department/Management Review <br />Mr. Richard Gonzales, 251 West Court, offered his services as a <br />consultant to do a management review of the Community Development <br />Department for the sum of $1.00. Mr. Gonzales said he is currently <br />on disability and has been laid off from his City of Colton job; <br />therefore he has the time to provide consulting services to the <br />City.
