everytime a customer comes to the Building Department the City <br />staff tell the customer what they need and the customer is never <br />asked what they need. Mr. Gonzales said he has had contact with <br />other people who have expertise in this area and they are willing <br />to help in this process, as is the Chamber of Commerce, as an <br />advisory board. Mr. Gonzales said he could devote 6 to 8 weeks to <br />this project and said that he would need some clerical support for <br />the typing of the report. <br />Mayor Fulp asked Mr. Gonzales for educational background. Mr. <br />Gonzales replied that his education is in Economics, Fresno State <br />1966, worked for the War on Poverty, Managed people opportunity <br />programs at UCR, Management Analysis for City Clerk's Office in San <br />Diego, extensive experience in interview techniques and training <br />techniques and analysis of systems. Mr. Gonzales said his offer <br />would also benefit him by the experience being added to his resume. <br />Councilmember Bennett stated that Mr. Gonzales had offered to do <br />the Community Development Department and asked if it would be <br />possible to look at all the departments. Mr. Gonzales replied <br />perhaps, however, he has not asked the volunteer experts. <br />Councilmember Bennett asked if it would be possible for Mr. <br />Gonzales to get together with the City Manager to discuss the <br />proposal and bring back to the City Council for action at a later <br />date. <br />Councilmember Cook requested that this matter be referred to the <br />City Manager with direction that he report back with a <br />recommendation at the next meeting. City Manager Martinez said he <br />would be bringing to the Council the report on the service impact <br />from Phase I of the Fiscal Health Plan, as well as, the revenue <br />plan and this will be a heavy Agenda item and said he would prefer <br />to bring this matter back at a later date. Mayor Fulp said this <br />should be a very short item following a meeting between City <br />Manager Martinez and Mr. Gonzales. <br />Ken Hubbs Little League <br />Mr. Sal Rios, 1821 Evelyn Circle, President of Ken Hubbs Little <br />League, thanked Mayor Fulp and Mr. Yeager for their donation of an <br />ice machine, Councilmember Hutton for his donation of a water <br />heater and sink and Councilmember Cook for her participation and <br />assistance in all their ceremonies. Mr. Rios said this year the <br />County Sheriff's Department will be very involved in the Opening <br />Ceremonies. They plan to land a helicopter on the playing field <br />and they will bringing Smokey the Bear. He outlined other <br />participants and said he had 50 tickets to sell. Mr. Rios invited <br />everyone to the Opening Ceremonies March 12, 1995 at 12 noon. <br />Mr. Rios said he had received a $3,077 donation from Mr. Joe Aiken, <br />Jacks Disposal for a scoreboard. Mr. Rios said Jacks Disposal will <br />purchase the scoreboard and the League would request assistance <br />7 <br />MAR 07 1995 <br />
