Mr. Alexander Taylor, 1077-3 Santo Antonio, said he represented the <br />Park Mediterrania Association. As a government worker for 16 <br />years, he said that at work you must now do the job for less. He <br />spoke on the City's take-over of the trash pick-up and said that he <br />was expecting a decrease in charges but he calculated that BFI <br />charged $1,670 per month with the City expected to charge $2,672 <br />per month, averaging $7.40 per unit, representing a 60% increase. <br />He requested that the City reconsider its plan and the service. <br />Fiscal Pla <br />Mr. Rocky Fredrickson, 2854 S. La Cadena, remarked that a newspaper <br />identified him as "the rattler" which suited him just fine. He <br />read the fiscal plan and noticed that in some areas there are no <br />cuts of any kind, especially regarding the upper echelon. Since <br />paid employees were cut by eight full days of pay, he did not see <br />such cuts for the department heads. He understood that there was <br />an offer by some employees to go ahead and work, even though they <br />would not be paid, so that there would be no shut -down of City <br />services. <br />He said that if people offered to keep City Hall open, is it money <br />that we are interested in or to is it get rid of people we don't <br />want? He provided a brief overview on calculations he made from <br />figures found in the plan. Mr. Fredrickson believed there should <br />be no more layoffs. He said that the City has not borrowed money <br />from any outside source. There is no pressing need. The City owns <br />its sewer service, electric service; rolling stock --everything. <br />There are no outside debts and the alarm is not necessary. <br />He complained that weekend restitution workers are working every <br />day in refuse even when there are no swampers on every truck. City <br />Attorney Biggs advised that this section of the Agenda is for <br />general comments and that Item No. 25 regarding the fiscal plan <br />will be addressed later on. <br />Complaint re Mayor <br />Mr. Socorro Rosales of 604 Agua Mansa Road, said he was present <br />tonight because on March 16th he was wrongfully accused of doing <br />something of which he was innocent. He recalled that on that date <br />he had come to the Civic Center to see Councilmember Sandoval and <br />because he had not yet arrived, Mr. Rosales approached Mayor Fulp <br />and Councilmember Bennett. He posed a question to Mayor Fulp to <br />find out why Blue Ribbon Nursery was mulching stuff again after <br />Judge Carl Davis had ordered Blue Ribbon, as of October 13, 1993, <br />that no more mulching or receiving was allowed at this site. <br />Instead of an explanation, Mayor Fulp proceeded to ask if Mr. <br />Rosales was related to former Mayor Gonzales - a cousin or brother. <br />To which, Mr. Rosales said there was a difference between <br />"Gonzales" and "Rosales."
