Mayor Fulp also withdrew his motion. <br />Motion by Councilmember Hutton, seconded by Councilmember Sandoval, <br />to accept Staff's recommendation and approve the MOU between the U. <br />S. Fish and Wildlife Service, the California Department of Fish and <br />Game, the County of San bernardino, the 15 affected cities in <br />Southwestern San Bernardino County and other participating agencies <br />for the purpose of developing and implementing a Habitat <br />Conservation Plan to Conserve Wildlife and Plant Species of concern <br />in the San Bernardino Valley and authorize the Mayor to execute the <br />Memorandum on behalf of the City. Unanimous vote. <br />PUBLIC COMMENT: <br />Complaint re House <br />Mr. Don Hines, 145 East G Street, asked what could be done about <br />the remains of a house which burned last labor day and has now <br />become an eyesore to the community. Community Development Director <br />Zamora agreed with Mr. Hines and said that staff had been looking <br />for funding. He said the Department would be moving forward on <br />demolition as it would propose to use block grant monies for this <br />project; however, the house had to be vacant for one year. <br />Mayor Fulp requested a report, via memorandum, when the job is <br />done. Director Zamora said he would keep Council informed. <br />Employee Relations <br />Mr. Dave Holmgren, SBPEA Labor Representative, reminded Council <br />about his appearance at the last Council meeting wherein he <br />expressed his frustration at the lack of communication with the <br />Personnel Director. He recalled instructions from the Mayor to set <br />up a meeting "post haste" for the following morning. He met with <br />the Personnel Director to set up a meeting and was told it was not <br />possible. Yesterday, he had received a fax from the City Manager <br />asking to set up a meeting. He said two weeks have gone by and <br />there is still a lack of communication and lack of responsiveness <br />to concerns regarding pertinent labor issues. <br />There was discussion regarding judicial remedy. Mr. Holmgren said <br />he and Mr. Tom Ramsey will attend a meeting with the City Manager <br />and thereafter, decide the next course of action. <br />City Manager Martinez said he disputed the tenor of what occurred <br />but observed these are issues that cannot be discussed. He was <br />bothered to see one of his executive team lambasted. He believed <br />that City officials and staff had been communicating and offered to <br />work with SBPEA as they had done in the past. They have never left <br />SBPEA out of the loop.
