There was discussion regarding audio tapes and their
availability for clarification.
Motion by Mayor Fulp, seconded by Councilmember Bennett, to
continue approval of the Minutes for the Meeting of May 2, 1995.
Motion failed with Mayor Fulp and Councilmember Bennett voting
"Yes."
Motion by Councilmember Sandoval, seconded by Councilmember Hutton,
to approve Minutes of Special Meeting held March 30, 1995; Regular
Council Meeting held April 4, 1995 and Regular Meeting held May 2,
1995. Motion carried with Councilmember Bennett voting "No."
Mayor Fulp asked if copy of the May 2nd audio tape would be
provided to Councilmember Bennett and City Clerk Ramos answered
"Yes."
Agenda Item No. 8
Mayor Fulp said he had reviewed the MOU and received correspondence
and found that if the MOU is approved, it places the City in future
financial exposure.
As the MOU does not state what the potential exposure might be,
motion by Mayor Fulp, seconded by Councilmember Bennett, to pull
this item from the agenda and send the MOU to the Finance Committee
for further dialogue with the County regarding matching funds.
Councilmember Beltran said he had received the same from Supervisor
Eaves who informed that none of the agencies have money available
but told him he had been in Washington, D. C., and talked with
Bruce Babbitt regarding funding for the plan and assured there was
a commitment to do so. Supervisor Eaves encouraged that the City
not hold back; and, that the SANBAG representative act accordingly.
Mayor Fulp said that funds will be requested from participating
agencies then it follows that the City will be asked for money and
the Council needs to be prudent.
Councilmember Sanders inquired about the current mode of operation
and funding. He asked for a range of cost. Director Zamora
remarked that the application is going through the environment
process. There is an indication of $1.8 million, which everyone
participating would have to share. He referred to Section 7.4, Page
10, wherein it indicates that the agreement does not constitute a
commitment of funds.
Councilmember Sandoval said that this plan has been in the works
for a year and a half, to address what is or is not an endangered
species. It is a three stage process. He found this action
innovative and he supported the City's participation.
Councilmember Beltran offered that any contribution request would
r have to come before City Council for approval.
