There was discussion regarding audio tapes and their <br />availability for clarification. <br />Motion by Mayor Fulp, seconded by Councilmember Bennett, to <br />continue approval of the Minutes for the Meeting of May 2, 1995. <br />Motion failed with Mayor Fulp and Councilmember Bennett voting <br />"Yes." <br />Motion by Councilmember Sandoval, seconded by Councilmember Hutton, <br />to approve Minutes of Special Meeting held March 30, 1995; Regular <br />Council Meeting held April 4, 1995 and Regular Meeting held May 2, <br />1995. Motion carried with Councilmember Bennett voting "No." <br />Mayor Fulp asked if copy of the May 2nd audio tape would be <br />provided to Councilmember Bennett and City Clerk Ramos answered <br />"Yes." <br />Agenda Item No. 8 <br />Mayor Fulp said he had reviewed the MOU and received correspondence <br />and found that if the MOU is approved, it places the City in future <br />financial exposure. <br />As the MOU does not state what the potential exposure might be, <br />motion by Mayor Fulp, seconded by Councilmember Bennett, to pull <br />this item from the agenda and send the MOU to the Finance Committee <br />for further dialogue with the County regarding matching funds. <br />Councilmember Beltran said he had received the same from Supervisor <br />Eaves who informed that none of the agencies have money available <br />but told him he had been in Washington, D. C., and talked with <br />Bruce Babbitt regarding funding for the plan and assured there was <br />a commitment to do so. Supervisor Eaves encouraged that the City <br />not hold back; and, that the SANBAG representative act accordingly. <br />Mayor Fulp said that funds will be requested from participating <br />agencies then it follows that the City will be asked for money and <br />the Council needs to be prudent. <br />Councilmember Sanders inquired about the current mode of operation <br />and funding. He asked for a range of cost. Director Zamora <br />remarked that the application is going through the environment <br />process. There is an indication of $1.8 million, which everyone <br />participating would have to share. He referred to Section 7.4, Page <br />10, wherein it indicates that the agreement does not constitute a <br />commitment of funds. <br />Councilmember Sandoval said that this plan has been in the works <br />for a year and a half, to address what is or is not an endangered <br />species. It is a three stage process. He found this action <br />innovative and he supported the City's participation. <br />Councilmember Beltran offered that any contribution request would <br />r have to come before City Council for approval.
