Anna Vega, Finance <br />Director, and Tom Clarke, Electric Utility Director responded. <br />Councilmember Bennett questioned the following: What is being <br />done with the computers that will be replaced? Because main frame <br />is being purchase with bond proceeds is it allowable for the main <br />frame to be used city-wide? and was SCAG contacted to get the GIS <br />system at a reduced rate? Anna Vega, Finance Director, and Tom <br />Clarke, Electric Utility Director responded. <br />Councilmember Sandoval asked Director Tom Clarke to explain what <br />GIS is. Director Clarke gave a brief overview of the system. <br />Mayor Fulp added clarification regarding funds approved for a new <br />financial computer system and availability and use of the system. <br />Nabar Martinez, City Manager, responded further as to the cost <br />allocation to the departments from the General Fund. <br />Isaac Suchil, Colton resident, asked if computer upgrading was <br />looked into. Anna Vega, Finance Director, responded. <br />Motion moved by Councilmember Cook, seconded by Councilmember <br />Beltran, to approve the Award of Bid to Eden Financial Software, <br />Harris Computer Software, and Jaguar Computers. Unanimous Vote. <br />Item 8 Personnel - Water/Wastewater Department <br />Approve Job Description and Set Salary Range for the <br />Position of Director of Water and Wastewater. <br />Mayor Fulp stated that back in 1992 a consultant was hired to <br />evaluate our water/wastewater operations and as a result Council <br />approved a job description for a Public Utilities Director. He <br />asked if the job description for Director of Water and Wastewater <br />is a replacement of the job description for the Public Utilities <br />Director. Gracie Harmon, Personnel Director, responded. <br />Mayor Fulp suggested that under the education section of the job <br />description it should read, "Graduation from a four-year college <br />with a degree in Civil or Mechanical Engineering." and explained <br />his reasons for suggested change. <br />Discussion continued as to the changes in the education and <br />certification requirements with input by Councilmember Sandoval, <br />Councilmember Beltran, and Mayor Fulp. Gracie Harmon, Personnel <br />Director, Glenn Wilson, City Engineer, and John Hutton, Public <br />Works Director responded. <br />Motion by Councilmember Sandoval, seconded by Councilmember Cook, <br />to approve the Job Description and Salary Range for the Position <br />of Director of Water and Wastewater with additional language <br />change ". a degree in Civil or Mechanical Engineering, . ." <br />4 <br />NOV 0 7 1995 <br />
