it; Is the Utility Commission recommendation against the Brown <br />Act; Why is the Personnel Director handling the R.W. Beck report; <br />One signature needed to move funds, the City Manager's; Need to <br />straighten billing; Presented statistical information regarding <br />fees charged in District 5 for services, why is this money going <br />into the General Fund and not a separate fund; Problems with the <br />commercial accounts; 'No Cut Clause' in the R.W. Beck; and class <br />action lawsuit when layoffs occur. <br />John Romero, Representative of the Amalgamated Industrial Workers <br />of America, spoke regarding the following issues and concerns: <br />AIWA representing the City of Colton employees; Contracting out <br />the Sanitation Department; Realities of the 'No Cut Clause'; Cost <br />and revenue of the Sanitation Department; His research indicated <br />that revenue money is unaccounted for during the period of July <br />1994 through February 1995 while February 17, 1995 to the present <br />indicates the Sanitation Department is making money; and problems <br />that result when industry leaves the area. <br />Ben Romero, Representative of the San Bernardino Public Employees <br />Association, spoke regarding the following issues and concerns: <br />Option I and Option III and layoffs, and will continue to watch <br />dog the Council. <br />Nabar Martinez, City Manager, <br />crepancy on the numbers; and <br />ence, and credentials of the <br />Council and the public. <br />commented on the following: Dis- <br />the academic qualifications, experi- <br />people providing information to <br />Mayor Fulp commented on the following: Allegations of hidden <br />accounts, and that the City Council does care about the welfare <br />of the community. <br />Charles Jackson, Colton resident, commented on the following <br />issues and concerns: Recyclable materials and the revenues re- <br />ceived; R.W. Beck report: does not reflect any corrective action <br />by management; Why has the Sanitation Department not received the <br />help it needed in the past, and asked that all figures be looked <br />at before a final decision is made. Nabar Martinez, City Manag- <br />er, responded to these concerns. <br />Councilmember Cook called for the Question. Motion carried <br />unanimously. <br />Manuel Montero, Colton resident, commented on the following: <br />Privatization; Option 2; Consultant needed to run the department <br />better; Cost control; Overhead, and operating costs. <br />RECESS• <br />At 10:00 P.M.
