private vendors are now providing not calculated; Motion to send <br />this back to the Utilities Commission; Need to consider the <br />maximum potential for all accounts handled by the city and <br />private haulers; and impact to services and how other departments <br />would be affected. <br />Mayor Fulp questioned the following areas and concerns: Collec- <br />tion Revenue; Private hauler's gross revenue should be audited in <br />determining the appropriate 15% franchise fee; What is the amount <br />of Franchise Fees paid in the last year; Each Option needs to <br />have the correct revenue amounts; and what would be the revenue <br />if the City took over all the accounts except for Jack's Dispos- <br />al. <br />Charles Jackson, Utilities Commission, agreed that the possible <br />revenue amounts brought up by Councilmember Sandoval and Mayor <br />Fulp were not presented to the Utilities Commission. <br />Councilmember Sanders, believed that R.W. Beck was directed by <br />Council to evaluated the City of Colton operations not the other <br />operations that are out there and possibly we need to clarify <br />with the consultants what is needed in order to get a credible <br />proposal so that the numbers are correct. He stressed the fact <br />that we should not minimize what the report has indicated regard- <br />ing service and cost. He said direction to R.W. Beck should <br />include a complete audit trail going back 5 years. <br />Councilmember Beltran questioned the following areas and con- <br />cerns: Hiring of a Contract Manager; AB 939 Reports; and contract <br />with Jack's Disposal. <br />Councilmember Hutton questioned the following areas and concerns: <br />Privatization; Franchise the service to a private hauler; Divest <br />existing equipment; Refuse enterprise fund; Sanitation & Opera- <br />tions fund; and a need for a financial impact analysis. <br />Councilmember Cook expressed her feelings and views regarding the <br />following: Not happy with the report; and there is a need for a <br />study session. <br />The following staff responded to questions from Council: Anna <br />Vega, Finance Director; John Hutton, Public Works Director; <br />Richard Tagore, R.W. Beck; Julie Biggs, City Attorney; Nabar <br />Martinez, City Manager; <br />Motion by Mayor Fulp, and seconded by Councilmember Sandoval, to <br />defer this item back to staff and to the consultant to be re- <br />viewed along the guidelines just discussed with no vacillation. <br />Chris Gallegos, City of Colton Employee, raised the following <br />questions and concerns: Why were we brought here; Cash Flow <br />Analysis: Surplus of $69,000, if we are losing $27,000 where is <br />0 <br />� `: 07 1995 <br />
