After a brief presentation, Director Gabriel suggested the Council discuss this <br />item on October 10, 1995. <br />Motion by Councilmember Hutton, seconded by Councilmember Cook to accept first <br />reading of this item and recommendation to set a meeting for October 10, 1995 at <br />5:30 p.m. for second reading and passage. <br />John Mitchell, asked if this will open the door to allow drinking in parks. <br />City Attorney Biggs stated proposed ordinance amends current rules and allows <br />alcoholic beverages in closed public places; only for officially sanctioned <br />public events, and that permits must be issued through the Community Development <br />Department and approved by the City Council. <br />The motion was carried with one "No" vote by Councilmember Bennett. <br />Councilmember Sandoval was absent. <br />NEIGHBORHOOD SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Update on Compliance regarding American Disabilities Act. <br />Director Anstine and the City Council discussed the City's compliance and <br />penalties. Mr. Anstine stated the City is 75% to 80% in compliance. Director <br />Anstine stated possible funding may be obtained through the Park Development <br />Fund. No action by the Council was necessary. <br />•�I: _�U�I�I � :$SIN: :�:�: �U�. <br />Information/Update Report on Status of Compliance with Employee and Department <br />Head Performance Reviews pursuant to City Administrative Policy 4.05.280 and <br />City Executive Management Performance Appraisal System by Minute Order dated <br />April 7, 1992. <br />Director Harmon and the City Council discussed forming more suitable evaluation <br />forms and training. No action by the Council was necessary. <br />POLICE CHIEF'S REPORTS AND RECONIlMENIDATIONS: <br />Report and Recommendation on Proposal to Adopt San Bernardino County Crime Free <br />Multi -Housing Program as a City Program. <br />Director Lunsford stated the County is trying to set a standard through this <br />program which is intended to reduce crime on rental properties and apartment <br />complexes. Director Lunsford stated the materials have been ordered and the <br />specific program will be evaluated for a period of time. <br />7 <br />OCT p 3 1995 <br />
