Traverse Various Parts of the City of Colton <br />(12A) Community Development <br />Authorize Application to the California State Department <br />of Housing and Community Development for Funding under <br />HOME Program for Rancho Mediterrania Mobile Home Park, <br />RESOLUTION NO. R-95-95. <br />Moved by Councilmember Sanders, seconded by Councilmember Cook, to <br />approve the Consent Calendar, including Item 12A with the exception <br />of Items Nos. 4, 5, 7 and 9. Unanimous vote. <br />Item 4 - Bid Award for Community Center Furniture <br />Mayor Fulp indicated that he had pulled the item for electronic <br />vote. Motion by Councilmember Sanders, seconded by Councilmember <br />Beltran, to accept and approve staff recommendation. Motion <br />carried with Councilmember Bennett and Mayor Fulp voting "No." <br />Item 5 - Personnel/Electric <br />Mayor Fulp compared the salary for Meter Reader Position and the <br />Full -Time Position of Wastewater Treatment Operator -In -Training and <br />noted discrepancies as to education requirements and salaries. He <br />wondered how the City arrived at the Salary Range. Personnel <br />Director Harmon offered that prior to her appointment a <br />classification study must have taken place which is the basis for <br />the Salary Range. In response to further questions, Director <br />Harmon stated the Meter Reader Positions were existing positions, <br />established last September due to monthly billing and that the <br />Water Position was an additional position. Mayor Fulp strongly <br />suggested redoing a salary rate and requirements study for future <br />use. <br />Motion by Councilmember Hutton, seconded by Councilmember Cook to <br />approve Staff recommendation. Motion carried unanimously. <br />Item 7 - Agreement <br />Motion by Councilmember Hutton, seconded by Councilmember Sandoval, <br />to continue representation with the two members appointed by City <br />Council. <br />Councilmember Bennett expressed concern that the City was <br />represented by two employees and believed that City Council's <br />representation on RIX Board should be by a non-employee. She <br />suggested that Councilmember/Director Hutton should serve in place <br />of Water Utilities Manager Bob Lavin, or leave Mr. Lavin as the <br />employee -appointee and appoint another elected official who is not <br />a City employee. Councilmember/Director Hutton said that his <br />appointment to this entity was no different than his appointment to <br />the SBVMWD where he is a board member.
