RIX in his capacity as an elected official and Mr. Lavin had <br />attended as a City employee. Water Utilities Manager Lavin agreed <br />that the joint powers agreement required appointment of a Member of <br />the City Council and of a member of staff. Mayor Fulp asked if it <br />was appropriate to have this matter reviewed by the Utilities <br />Commission and Manager Lavin answered, "No." Councilmember Cook <br />stated that Councilmember Hutton is an elected Councilperson and <br />has the right to this appointment. Councilmember Bennett agreed <br />but stated that there is a need to separate him from this role as <br />this is a group he oversees. Councilmember Sanders supported and <br />recommended the appointment of Councilmember/Director Hutton as he <br />brought knowledge and 20 years of experience to the position. <br />Councilmember Sandoval found that Councilmember/Director Hutton was <br />the best person qualified to sit on the RIX governing board and the <br />present appointments were two excellent choices. <br />Motion carried with Mayor Fulp and Councilmember Bennett voting, <br />"No." <br />Item 9 - Electric System Revenue Fund <br />Mayor Fulp, with contribution from City Manager Martinez, suggested <br />clerical correction to proposed Ordinance No. 0-13-95, on Page 2, <br />Section 3, Flow of Gross Revenues to specifically read as follows: <br />The Treasurer shall deposit the Gross Revenues of the Electric <br />System, as received, in the Revenue Account, into a bank account <br />drawing an appropriate growing interest rate, separate and apart <br />from other accounts of the city, on or before the 20th day of each <br />calendar month..." <br />Motion by Mayor Fulp, seconded by Councilmember Beltran, to waive <br />full reading and pass Second Reading, with the clerical correction, <br />passed upon unanimous vote. <br />PUBLIC COMMENT: <br />There was none. <br />MAYOR AND CITY COUNCIL ITEMS: <br />Board & Commissions <br />With the possibility of three commission vacancies, Councilmember <br />Bennett recalled that in looking for goals for Council, there was <br />an attempt to establish an application process for appointments to <br />boards and commission. She asked that it be pulled for City <br />Council use. <br />City Clerk Ramos said that she had previously prepared an <br />application with rules and regulations and would gladly pull it and <br />redistribute same. City Clerk Ramos emphasized the importance of <br />notifying her office when vacancies occur on Boards/Commissions as <br />5 <br />SEP 0519.9; <br />
