Mayor Fulp said by approval of staff's recommendation, the Council <br />would be approving a city-wide Landscape Maintenance & Light <br />District and since the revenue from this will not be realized in <br />time for this fiscal year, he would recommend that this item be <br />deleted. Councilmember Sandoval differed, saying this item has <br />been before the Council previously and it is only equitable that <br />all parcels of the City be treated the same and the process for <br />implementation is a long process that begins in the Spring. <br />Councilmember Beltran agreed and said the process should be started <br />and Council could still approve or disapprove this at a later date. <br />Mayor Fulp said his concern was that Council has not held <br />sufficient public hearings on this matter. <br />City Attorney Biggs said the public hearings have not been held; <br />however, once approved the public hearings become part of the <br />implementation process. <br />Councilmember Sandoval asked Electric Utility Director Clarke about <br />the matter brought before the Council by Mr. Cordova, regarding the <br />hardship that will be experienced by the senior citizens as a <br />result of the various increases and asked if any provisions have <br />been made for the seniors in this latest proposal. Director Clarke <br />said there already exists a citizens' low block usage. The subsidy <br />comes from the high usage people who pay a higher rate. The lower <br />block user is charged at a discounted rate. <br />Councilmember Sanders said in the Expansion of the Waste Hauling <br />there is an amount of $50,000 indicated for Fiscal Year 1994-95 and <br />asked if the implementation plan will be presented to the Council <br />in the very near future. City Manager Martinez replied that the <br />request had been made at a previous Council Meeting and that the <br />request has been directed to the Director of Public Works, Mr. <br />Hutton. Mr. Hutton is to put a document together and has recently <br />sent a memorandum making tasks assignments within his department. <br />Councilmember Sanders said he has received several calls from <br />residents in his area expressing concern that they will not have <br />continuous service and that Edco will soon be sending out its bill <br />for April service. He stated that there is a need to notify the <br />residents of the plan to be implemented, the dates and rates. He <br />said the information is not flowing smoothly and asked that these <br />concerns be resolved internally. City Manager Martinez said these <br />were some of the concerns he had the evening this was approved; <br />however, he will make sure that the problems get ironed out. <br />Superintendent Randy Rivera, addressed the Council, stating the <br />department was in the process of distributing flyers to all <br />residents starting Monday, April 3, 1995. Mr. Rivera said April <br />10, is the day that the City will begin the citywide service. <br />Councilmember Sanders said that the contracts stated an ending date <br />of April 5 and asked about the gap and the commercial accounts that <br />are picked up daily.
